Request Exercising option for pay fixation on date of subsequent increment

I had joined in the department as Postal Assistant on 27-04-1997 and I got MACP I to the Grade pay of Rs. 2800/- w.e.f. 01-09-2008. I am due for MACP –II to the Grade pay of Rs. 4200/- w.e.f 10-05-2017 ( On completion of 20 years of Service). 

As per the Gazette Notification dated 25.07.2016 issued in respect of implementation of 7th CPC for Central Government employees are revised w.e.f. 01-01-2016, all the officials should exercise option for pay fixation. As per provisions contained in Rule 5 of said Gazette Notification “in cases where a Government servant has been placed in a higher grade pay or scale between 1st day of January 2016 and the date of notification of these rules on account of promotion or up-gradation, the Government servant may elect to switch over to the revised pay structure from the date of such promotion or up-gradation, as the case may be.

The pay fixation in respect of me with option to elect revised pay rules 2016 w.e.f. 01-01-2016 and w.e.f. up-gradation is as follows.

As per the table shown above it is clearly understood that on exercising of option I get a benefit of Rs. 2900/- in Basic pay which is a considerable amount in long run. On electing this option I am ready to face loss of nearly one lakh fifty thousands as of now. 

Though as per rules, my option is not allowed, I kindly request you sir to refer the case to the anomaly committee and to the DOPT. 

Further it is brought to your kind notice that allowing option for the dates between 01-01-2016 to till date of notification of CCS Revised Pay Rules, 2016 (25-07-2016) is totally injustice as this period applicable to some group of employees only.
