Respected Madam,

With reference to subject, this association respectfully seeks your kind intervention to modify the Terms of Reference (ToR) of the Committee constituted vide Office Order No. Q-25/18/2025-PE-I-DOP dated 21st August 2025, to ensure our inclusion in the ongoing Cadre Restructuring exercise.

It is pertinent to mention that the previous Cadre Restructuring of Group-C, vide Directorate No. 25-4/2012/PE-I(Vol.II) dated 27-05-2016, and the merger of the Postmaster Cadre with the General Line, vide Directorate No. 25-19/2018-PE-I dated 10.07.2019, were carried out without the views or consent of the Postmaster Cadre/HSGs. This exclusion led to significant stagnation and discontent among supervisory officers, whose career progression was adversely impacted.

As per DoPT guidelines, cadre restructuring is mandated every five years. In this context, the current exercise is not only timely but also critical to restoring fairness and addressing long-standing structural gaps. At present, there exists no promotional avenue beyond HSG-I, resulting in complete stagnation for a large segment of experienced supervisory personnel. This is not only demoralizing but also detrimental to the Department’s modernization goals.

Our Cadre brings to the table a wealth of operational insight, institutional experience, and a deep understanding of supervisory challenges. Inclusion of our voice is essential to ensure that the restructuring process is holistic, equitable, and aligned with the aspirations of the cadre as well as the evolving needs of the Department in the digital era.

This association therefore earnestly requests:
(i) Modification of the Terms of Reference to formally include our Association in the Cadre Restructuring Committee.

(ii) Provision for active participation in consultations and submission of recommendations.

(iii) Recognition of our role in shaping a progressive and inclusive supervisory framework.

This association remains committed to contributing constructively to this process and believe that its inclusion will ensure a more balanced and forward-looking outcome.
