Subject: Revival of Meghdoot Awards – Calling for Nominations for the Year 2025

This communication announces the revival and transformation of the Meghdoot Award Scheme and invites nominations for Postal employees/GDS for Meghdoot Awards for the year 2025 based on performance for FY 2024-2025.

Key Points:

  • Awards will be conferred based on performance during financial year 2024-2025
  • Nomination process will be conducted offline as a one-time measure
  • All Circles are requested to initiate the nomination process as per revised assessment framework

Eligibility Criteria:

  • 10 years of service in Department
  • At least 3 years in present cadre
  • Unblemished service record
  • No pending disciplinary/vigilance/criminal cases
  • Not previously awarded Meghdoot Award

Nomination Process:

  • Self-nomination or recommendation by Head of Division/HOC
  • Circle-level Screening Committee chaired by CPMG
  • Final selection at Directorate-level

Timeline:

  • Last date for receipt of nominations at Circle level: 20.09.2025
  • Circle-level screening and finalization: 25.09.2025
  • Forwarding of recommended nominations to Directorate: 30.09.2025

Assessment Framework:

The awards assessment includes both subjective (40% weightage) and objective (60% weightage) parameters covering various performance metrics.

Categories and Assessment Parameters:
Gramin Dak Sevak – Branch Postmaster:
  • Subjective assessment: Personal attributes, initiatives, achievements (40 points)
  • Objective assessment: POSB accounts, PLI/RPLI policies, ECR, operations (60 points)
GDS – Branch Postmaster with Delivery duty:
  • Subjective assessment: Similar to BPM (40 points)
  • Objective assessment: POSB, PLI/RPLI, ECR, mail delivery (60 points)
Delivery Staff (ABPM/MTS/Postman):
  • Subjective assessment: Personal attributes and achievements (40 points)
  • Objective assessment: PLI/RPLI, mail delivery performance (60 points)
Sub Postmaster (LSG/HSG-II) of Delivery SO:
  • Subjective assessment: Personal and professional attributes (40 points)
  • Objective assessment: POSB, PLI/RPLI, ECR, operations, mail delivery (60 points)
Sub Postmaster (LSG/HSG-II) of Non-Delivery SO:
  • Subjective assessment: Similar to other categories (40 points)
  • Objective assessment: POSB, PLI/RPLI, ECR, operations (60 points)
Postmaster HSG-I of HO:
  • Subjective assessment: Comprehensive evaluation (40 points)
  • Objective assessment: POSB, PLI/RPLI, BD/non-BD, ECR, mail delivery (60 points)

Submission Requirements:

  • Complete APAR dossier
  • Bio-data/details as per Annexure C
  • Citations in both English and Hindi
  • All documents to be sent via email to ddgp@indiapost.gov.in and adspn.dte@indiapost.gov.in
