OFFICE MEMORANDUM
Subject: Suspension of booking of mail to USA in view of the suspension of Duty-Free De Minimis Treatment for all countries.
The undersigned is directed to refer to the U.S. Administration Executive Order No. 14324 dated 30th July, 2025. The duty-free de minimis exemption for goods valued at 800 USD or less will be eliminated with effect from 29 August 2025, and all dutiable international postal items destined for the US, regardless of value, shall be subject to customs duties as per the country specific International Emergency Economic Power Act (IEEPA) tariff framework. The gift items up to 100 USD value are continued to remain exempted from duties
2. The EO 14234 requires transport carriers delivering shipments through the international postal network, or other “qualified parties” approved by Customs and Border Protection (CBP) to collect and remit duties on postal shipments. However, US bound carriers have expressed their inability to accept postal shipments after 25th August, 25 due to lack of operational and technical readiness and mechanism to exchange shipment level data. The CBP has issued guidelines only on 15th August, 25 but many critical processes on designated “qualified parties”, on duty collection and remission remains undefined.
3. In view of the above circumstances, the booking of all types of mail, except documents/letter and gift items up to 100 USD, destined to U.S.A is suspended with effect from 25.08.2025. The gift items valued up to USD 100 and documents/letter category mail will continue to be conveyed to the USA, subject to further clarification from CBP and USPS.
4. It is further informed that IR&GB Division is keeping a close watch on the evolving situation and is making every possible effort, in coordination with all stakeholders, to normalize the services at the earliest. Every endeavor is being made to ensure that the services are resumed at the soonest possible opportunity.
5. In line with this O.M., it is requested that refund of postage may be processed in cases where booked items cannot be dispatched to the United States due to these circumstances. Customers seeking a refund may submit a written application to the booking Post Office. The Post Office shall further coordinate with Foreign Post Office to ensure due return of shipment.
