HSG II Accountant Promotion 2025 - Tamilnadu Postal Circle | Order & List

Memo No. STA/2-78/Aeet/2025 dated at Chennai 600 002 the 27.11.2025

The competent authority has ordered the promotion of the following LSG (Accountant) cadre officials in Post Offices to the cadre of HSG II (Accountant) in Post offices for the vacancy year 2025 on regular basis in the Level-6 in Pay Matrix as applicable to them as per the existing orders in force. The officials, on promotion to the cadre of HSG II Accountant in Post offices are allotted to the Region as mentioned against each with immediate effect and until further orders.

2. The promotion of the above mentioned officials will take effect from the date on which the officials actually join the post of HSG II (Accountant) cadre in Post offices.

3. Request for re-allotment will not be considered unless the official joins in the promotional post.

4. Officials who are promoted on regular basis are entitled to exercise an option for fixation of pay on promotion under FR 22 (1) a (1) on the date of promotion or on the date of accrual of next increment in the scale of pay in lower post. The option in this regard should be exercised within one month from the date of promotion. Option once exercised is final. The official now promoted on regular basis are not entitled for any pay fixation in the pay band and Grade pay applicable to HSG II Accountant in Post offices Cadre if he/she has already availed the benefit of financial upgradation under TBOP/BCR/MACP Scheme.

5. The Region concerned will issue Division allotment with in 7 days and the concerned Division Head will issue transfer & postings within 5 days after the receipt of the order from Region and ensure the relief of the officials to join or decline the new post within 15 days of issue of posting orders. If the official neither joined nor declined within the stipulated period, it will be treated as deemed declination of the promotion and the same should be intimated to this office immediately.

6. In case of pending verification credentials of SC/ST officials, it should be further pursued to get certificate verified by the concerned Division, where the official is posted and compliance reported to this office.

7. The Appointing Authority reserves the right either to modify or cancel the promotion, if the officials are found not eligible for promotion as HSG II (Accountant) cadre or if found necessary for any cause at a later date. For such an order this will be the notice issued in advance. No separate notice will be issued whenever modification / revision / cancellation is ordered.

8. The declination, if any, will be disposed by the Appointing Authority concerned. In the case of officials declining the promotion, no fresh offer of appointment on promotion shall be made for a period of one year from the date of refusal of promotion or till a next vacancy arises, whichever is later. On the eventual promotion to the higher grade, such Government Servant will lose seniority vis-à-vis his juniors promoted to higher grade earlier.

9. In case any Vigilance / Disciplinary case of the type referred to in the OM No. 22011/286-Estr. (A) dated 12.01.88 and DOP&T circulated vide Directorate’s Memo No. 25/19/88-SPG dated 04.05.88 (subsequently) revised vide DOP & T Memo No. 22011/491-Estr (A) dated 14.09.92 circulated vide Directorate’s Memo No. 25-19/88-SPG dated 13.10.92 is pending against the official, he/she should not be relieved for posting, without obtaining specific orders from this office. The official against whom any punishment is current should not be promoted before expiry of currency of punishment, and a report in this regard should be submitted immediately.

10. If the promoted officials refuse the regular promotion before becoming entitled to a financial upgradation, no financial upgradation under MACP shall be allowed as such he/she has not been stagnated due to lack of opportunities. If however, financial upgradation has been allowed due to stagnation and he/she subsequently refuses the promotion, it shall not be a ground to withdraw the financial upgradation. He/She shall, however not be eligible to be considered for further financial upgradation under MACP, till he/she agrees to be considered for promotion again and the second and the next financial upgradation shall also be deferred to the extent of period of debarment due to the refusal.

11. The Region allotment is subject to change, if there is any variation in the vacancy position in any Region.

12. It should be ensured that no Vigilance/ Disciplinary case is pending against the officials, while effecting HSG II (Accountant) promotion. Relief of the officials to the promotional post wherever necessary should be ordered by the Heads of Division / Unit only after satisfying the above points.

13. The above promotion order is subject to further orders which may be passed by the Hon’ble Supreme Court in SLP(C) No.30621 of 2011.

14. Copies of charge reports should be sent to all concerned and Circle Office in due course.
