Subject: Second Cadre Review of Indian Posts & Telecommunications Accounts and Finance Service Gr. ‘A’ (IP&TAFS Gr. ‘A’) – implementation of Cabinet Decision
The President is pleased to sanction the creation/ reduction of the following posts in different grades of IP&TAFS Gr. ‘A’: -
(i) Increasing the Sanctioned Strength of HAG from 8 to 15 i.e. 7 additional posts.
(ii) Decreasing the Sanctioned Strength of SAG from 55 to 54.
(iii) Decreasing Sanctioned Strength of STS from 86 to 66. As and when 80% of 66 posts are filled, mid-term review may be carried out by DoPT to restore the strength of STS, if required.

2.2 Controller General of Communication Accounts (CGCA), the apex-level officer of IP&TAFS Group ‘A’ service will report directly to the Secretary, Department of Telecommunications (DoT).
2.3 Further, DDG (E&T) will report directly to Secretary (Telecom). In partial modification of existing file routing arrangement, DDG (E&T) shall route any files pertaining to cadre-related issues of IP&TAFS Group ‘A’ service through the CGCA.
2.4 Further, a HAG post is hereby designated as Financial Advisor (Telecom), who will act as Financial Advisor to Secretary (Telecom) in the Department of Telecommunications on financial matters and other matters as per the FA Charter. The officer shall report directly both to the Secretary (Telecom) and to the Secretary (Expenditure). In the event of any divergence between the instructions of the Secretary (Expenditure) and the Secretary (Telecom) on any specific matter, the officer shall act in accordance with the instructions of the Secretary (Expenditure).

DDG (Finance and FIPP) and DDG (Budget) will report to FA (Telecom). All other DDGs/St.DDGs providing Financial advice shall route the files requiring the approval of the Secretary(T) through FA(Telecom).

Sh. Awadhesh Kumar, Additional CGCA, will act as FA(Telecom) till further orders. He will look-after only FA (Telecom) functions and perform no executive functions till he acts as the FA (Telecom).
