The Competent authority has ordered the promotion of the following Postal Assistants to the cadre of LSG in Post offices for the vacancy year 2025 on regular basis in the Level-5 in Pay Matrix (7th CPC) (Rs.29,200/- to Rs.92,300/-) as applicable as per the existing orders in force. The officials on promotion to the cadre of LSG (GL) in Post Offices, are allotted to the Regions as mentioned against each with immediate effect and until further orders.

- The officials at Sl.No. 58 and 82 above may be allowed to join in the promotional post only after the completion of their debarment period.
- The promotion of the above said officials will take effect from the date on which the officials actually join the post of LSG after the issue of this memo.
- The officials now promoted on regular basis is not entitled for any pay fixation if he/she had already availed the benefit by virtue of financial upgradation under TBOP / BCR / MACPs, they may continue to draw their present pay band / Grade Pay without any further fixation on promotion to LSG (Accountant) cadre ordered in this memo. The officials who are entitled for fixation of pay has to exercise an option under FR 22 (I)(a)(1). This should be exercised within one month from the date of promotion. Option once exercised is final.
- The Regional office concerned will issue Divisional allotment within 10 days from the date of issue of this memo and the Region will specifically mention on the Transfer & Posting orders, whether the transfer will be for a period exceeding 180 days or not exceeding 180 days to ensure economy in expenditure on account of payment of TA/DA and that no officials retiring shortly after joining in the promotional post.
- The Divisional Heads concerned will issue transfer & postings within 5 days after receipt of Divisional allotment and ensure the relief of the officials to join or decline the new post within 15 days of issue of posting orders. The officials should be directed to report to new place of posting. The responsibility would be that of the continuing officer.
- In case, any official is not willing to accept the promotion, his / her unconditional declination letter should be obtained in writing within 15 days of issue of posting order, failing which it will be presumed that the official has declined the promotion. If the official do not join or decline within the stipulated period, it will be deemed declination of the promotion.
- The declination, if any, will be disposed by the appointing authority concerned. In case of any of the official declining the promotion, the next offer of appointment on promotion shall be made for a period of one year from the date of refusal of promotion or till a next vacancy arises, whichever is later. On the eventual promotion to the higher grade, such Government Servant will lose seniority vis-Ã -vis his/her juniors promoted to higher grade earlier.
- The appointing authority reserves the right either to modify or cancel the promotion, if any of the officials is found not eligible for the promotion or if such necessary for any cause at a later date. For such an order this will be the notice issued in advance. No separate notice will be issued whenever modification / revision / cancellation are ordered.
- In case any Vigilance / Disciplinary case of the type referred to in the OM No. 22011/208-Estt. (A) dated 12.04.88 and DOP&T circulated with Directorate’s Memo No. 261/898-SPG dated 04.05.88 (subsequently revised vide DOP&T Memo No. 22011/491-Estt.(A) dated 14.09.92 circulated vide Directorate’s Memo No. 254/895-SPG dated 13.10.92) is pending against the officials, he/she should not be relieved for posting, without obtaining specific orders from this office. The official against whom any punishment is current should not be promoted before expiry of currency of punishment, and a report in this regard should be submitted immediately.
- If any of the promoted officials refuse to accept the regular promotion before becoming entitled to a financial upgradation, no financial upgradation under MACP shall be allowed as such he/she has not been stagnated due to lack of opportunities. If however, financial upgradation has been allowed due to stagnation and he/she subsequently refuses the promotion, it shall not be a ground to withdraw the financial upgradation. On the other hand, however he/she is not eligible to be considered for further financial upgradation under MACP, till he/she agrees to be considered for promotion again and the second and the next financial upgradation shall also be deferred to the extent of period of debarment due to the refusal.
- It should be ensured that no Vigilance / Disciplinary case is pending against the officials, while effecting LSG (PO) promotion. Relief of the above said officials to the promotional post wherever necessary should be ordered by the Heads of Division / Unit only after satisfying the above points.
- The Regional allotment is subject to change if there is any variation in the vacancies in any Region.
- In case of pending verification of SC/ST officials, it should be further pursued to get certificate verified by the concerned Division, where the official is posted and compliance reported to this office.
- In accordance with DOP&T OM No.36012/16/2016-Estt.(Res) dated 12.04.2022 on the subject ‘Reservation in promotion since the Jarnail Singh batch of cases is pending in the Supreme Court of India’, the above promotion shall be subject to further orders that may be passed by the Supreme Court in the said batch cases.
- In case of PwDs, the authenticity of any certificate, issued by the competent medical authority, may be got verified / re-verified by the Divisional Head at the time of promotion.
- No representation for Regional re-allotment will be entertained before joining in the promotional post. Hence, representations received from the officials for Regional re-allotment before joining in the promotional post need not be sent to this office.
- Copies of charge report should be sent to all concerned and to this office, in due course.
- The Regional Offices should send a consolidated report to Circle Office about the date of joining/ date of declination/ date of deemed declination of officials in the promoted post within a month from the date of issue of this order.
