This is regarding issues of non-delivery/return of Aadhaar letters sent through Franking mode reported by UIDAI.
- Kindly find enclosed herewith Director (Log & CI), UIDAI letter No. HQ-22012/4/2021-LOG-HQ (Computer No. 6195) dated 23.09.2025 regarding issues of non-delivery/return of Aadhaar letters sent through Franking mode reported by UIDAI. In this connection, this office has already issued detailed instructions vide Member (O) D.O. letter of even number dated 01.04.2024 followed by 29.11.2024 for delivery of Franked Ordinary Aadhaar letters.
- Apart from the above, you may look into the concern of UIDAI raised in their letter related to return of huge number of Aadhaar letters with remarks ‘unclaimed’ from your Circle.
- However, from the content of the UIDAI’s letter, it is felt that the instructions issued by this office for delivery of Aadhaar letters either have not been implemented by the Circles in letter and spirit or there is no mechanism is in place at the circle for strict monitoring of the same, in case of its implementation.
- It has been observed that a huge chunk of 2,427 Aadhaar letters were returned directly to UIDAI without making sincere and smart efforts to deliver them. The addressee may be contacted through mobile number written on Aadhaar letter for delivery.
- It is, therefore, requested to analyze the reasons for the debacle and to take necessary action to achieve 100% delivery of Aadhaar letters as any person who has applied for Aadhaar registration/update is unlikely to refuse delivery of his/her Aadhaar letter.
