Subject: Posting of Gramin Dak Sevaks in CEPT-GDS.

Sir/ Madam,

Keeping in view the specific requirement of the CEPT, it has been decided to post 32 shortlisted GDSs, as per list attached, to work against 12 vacant posts of MTS and 20 posts of MTS to be redeployed by Establishment Division of the Directorate to CEPT, with immediate effect on the following terms and conditions:

i) GDS will be posted to CEPT for a period of one year, during which their lien will be in the Parent Division. However, the lien to the post which they are holding would lapse after a period of 6 months. An undertaking will
be obtained from the GDS to this effect, which will be kept on record.

(ii) Upon posting in CEPT, the GDS will be paid remuneration in accordance with the instructions contained in this office OM dated 26.04.2017 & 12.07.2017, as revised from time to time.

(iii) The SDBS/GDS GIS subscription of the GDS posted in CEPT will be deducted from the remuneration payable to GDS on deputation CEPT and Govt. Contribution along with the GDS Contribution, will be remitted by the CEPT to the concerned PAO. Recovery of optional deductions, such as, LIC, PLI, Subscription to recognized Societies, subscription to GDS Union etc. will be the responsibilities of the GDS.

(iv) The GDS will be treated as on 'Leave Without Allowance' during the period of deputation to CEPT. The period spent on deputation to CEPT will count for the purpose of notional annual increase as applicable as GDS and for
the purpose of qualifying service for appearing in the Departmental Examination for the posts of MTS/Postman etc., payment severance allowance and GDS Gratuity and any other benefit requiring minimum qualifying service.


(v) Procedure for grant of LWA and making stop-gap arrangement, as mentioned in the order dated 25.05.2018 (applicable in case of deputation to IPPB) will apply. After six months, the Circle will be free to take further action to fill up the post on a regular basis, along with other vacant posts in the Division, either through Transfer under Rule 3 or online engagement. Till the post is filled up, the stop-gap arrangement as indicated in the said order dated 25.05.2018 will continue.

(vi) On return of GDS from deputation from CEPT, GDS will be posted on the vacant post of the GDS in the following order of priority, as applicable in the case of return on deputation from IPPB, circulated vide this office order dated 25.11.2022.

All concerned Circles are, therefore, requested to relieve the GDSs forthwith at the earliest. List of the shortlisted GDS to be posted in CEPT is annexed to this letter as Annexure-1.

The General Manager, CEPT, Bangalore-560001 - CEPT is also requested to look into the requirement of existing GDSs who were attached to CEPT for the purpose of IT 2.0 Project and rationalize their strength since the APT 2.0 has already been rolled out. After this exercise, the existing GDSs found surplus in the CEPT may be returned back to their Parent Circles/Divisions.

  2. The Director (Establishment) - for redeployment of 20 posts of MTS to accommodate the GDS in the CEPT.
