HSG I Promotion in TN Circle

  • Effective Date of Promotion: Promotion to HSG I is effective from the date the official actually joins the post on or after 01.01.2026.

  • Re-allotment Condition: Requests for re-allotment will only be considered after the official joins the promotional post.

  • Mandatory Training: Officials must have completed two weeks of departmental training related to the higher post's duties. If not completed, training must be imparted within one year of assuming charge.

  • Pay Fixation Option: Officials promoted on a regular basis are entitled to exercise an option for pay fixation under FR 22 (1) a (1) within one month of promotion. This option is final. No separate pay fixation is allowed if the official has already availed financial upgradation under schemes like TBOP/BCR/MACP.

  • Timeline for Joining: Regions must issue division allotment within 7 days. Division Heads must issue transfer & posting orders within 3 days of receipt, ensuring officials are relieved to join or decline the new post before 31.01.2026. Failure to join or decline within the stipulated period will be treated as a deemed declination.

  • Pending SC/ST Verification: Verification of SC/ST certificates for pending cases must be pursued by the concerned Division and compliance reported.

  • Right to Modify/Cancel Promotion: The Appointing Authority reserves the right to modify or cancel the promotion if an official is later found ineligible. This memo serves as prior notice for such actions.

  • Consequences of Declination: If an official declines promotion, they will not be considered for a fresh offer for one year from the date of refusal or until the next vacancy arises, whichever is later. Upon eventual promotion, they will lose seniority to juniors promoted earlier.

  • Vigilance/Disciplinary Cases (Pending): An official against whom a specified type of Vigilance/Disciplinary case is pending should not be relieved for posting without specific orders from the office.

  • Vigilance/Disciplinary Cases (Current Punishment): An official currently under punishment should not be promoted before the punishment period expires. A report on this must be submitted immediately.

  • Refusal of Promotion & MACP: Refusing a regular promotion before being entitled to a financial upgradation (MACP) makes the official ineligible for that MACP. If a MACP was already granted due to a lack of opportunity (suspension), it will not be withdrawn upon refusal of promotion. However, the official becomes ineligible for further MACP until they agree to be considered for promotion again, and subsequent financial upgradations will be deferred for the period of debarment.

  • Region Allotment Subject to Change: Region allotment is subject to change based on variations in vacancy positions.

  • Transfer Duration Specification: Transfer and posting orders must specify if the transfer exceeds 180 days or not, to manage TA/DA expenditure, especially for officials retiring shortly after joining.

  • Verification Before Relief: It must be ensured that no Vigilance/Disciplinary case is pending against an official while effecting the HSG I promotion. Heads of Division/Unit must verify this before ordering relief to the promotional post.

  • Subject to Court Orders: This promotion order is subject to further orders from the Hon’ble Supreme Court in SLP(C) No.30621 of 2011.

  • Distribution of Charge Reports: Copies of charge reports should be sent to all concerned and the Circle Office.
