The competent authority has ordered promotion of the below-mentioned officials in the cadre of HSG-II in POs to the cadre of HSG-I in POs for the vacancy year 2026 in the pay matrix level 7 with effect from 01.01.2026 or the date of assumption of charge in the promoted post whichever is later and allotted to the Regions/Divisions as follows.

2. If any vigilance/disciplinary case is pending against an official, the official should not be relieved for posting without obtaining specific orders from this office. If any punishment is current in respect of an official, the official should not be promoted before the expiry of the currency of punishment.

3. Regional Office concerned shall issue necessary posting orders in respect of the officials within five days of receipt of this order.

4. If an official has already been placed in pay matrix level 7 under the MACP Scheme and availed fixation of pay, the official will not be eligible for fixation of pay on this promotion. Otherwise, officials may exercise the option under FR 22 (I)(a)(1) for fixation of pay within one month from the date of promotion.

5. If an official declines the HSG I promotion now offered, the official will not be eligible for regular/officiating promotions to HSG I for one year from the date of refusal. Such official shall not be eligible to be considered for further financial upgradation under MACPS till the official agrees to be considered for promotion again as per other O.M. No. 3603492008 Est.(ID dated 19029009). Further, as per DoFY ID Nale No. 36034602025 FPDMACP) dated 20.01.2025, the period from the date of refusal of promotion till its acceptance shall not be treated as stagnation for the purpose and not to be counted while determining the period of service for granting financial upgradation under the MACP Scheme.

6. In case an official fails to assume charge in the promoted post, within a period of 30 days from the date of issue of posting orders, it will be presumed that the official has declined the promotion offered.

7. If an official is not willing to accept the promotion, the representation declining the promotion offered should be received at this office through proper channel within 30 days from the date of issue of posting orders.

1. The Postmaster General, Central Region for necessary action.

2. The Postmaster General, Northern Region for necessary action

3. The Director of Accounts (Postal) Trivandrum.

4. The SSPOs, Trivandrum North/Kollam.

5. The SPOs, Trivandrum South/Pathanamthitta/Truvalla.

6. Officials concerned (through concerned RODO).

7. PFSB of the official concerned.
