Subject: Forwarding of list of PRAN/Employees who have exercised or not exercised the option under Rule 10 of the CCS (Implementation of NPS) Rules, 2021.
Madam/Sir,
Kind reference is invited to Rule 10 of Central Civil Services (Implementation of National Pension System) Rules, 2021, notified on 30.03.2021 by DoP&PW, and the Six-monthly NPS Oversight Mechanism Report for the period October 2024 to March 2025, received from Pr. PAO Delhi and further uploaded by this Division on the DoP&PW online portal. From this report, it has been observed that there are 1,60,509 employees under the Department of Posts; however, out of these, only 31,531 employees have submitted Form-1 and 31,753 employees have submitted Form-2 under Rule 10 of the CCS (Implementation of NPS) Rules, 2021, for availing benefits in the event of death, invalidation, or disability during service.
As per Rule 10(2): "The option shall be exercised to the Head of Office, who will accept the same after verifying all the facts submitted therein and place it in the Service Book. A copy of the option shall be forwarded by the Head of Office to the Central Recordkeeping Agency through the Drawing and Disbursing Officer and the Pay and Accounts Officer for their record. The Pay and Accounts Officer shall also make a suitable entry in the online system indicating the details regarding the option exercised by the Government servant."
Further, as per Rule 10(3): (i) Every Goverment servant shall, along with the option in Form-1, also submit details of family in Form-2 to the Head of Office: and (ii) if the Government servant has no family, he shall furnish the details in Form-2 as soon as he acquires a family.
Therefore, in this regard, this Division is sharing the list, in Excel format (attached), received from CRA-Protean, of all employees under this Department who have exercised the option under Rule 10 of the CCS (Implementation of NPS) Rules, 2021. The remaining employees are those who have not exercised the option.
Thus, in view of above, all Heads of Circles / PAOs are requested to;
Identify such remaining NPS subscribers under their administrative control who have not exercised the option under Rule 10; Obtain Form-1 (Option) and Form-2 (Family Details) from such officials immediately; Verify and countersign the forms and place them in the Service Book; Forward a copy of the option to the Central Recordkeeping Agency (CRA) through the Drawing and Disbursing Officer and the Pay & Accounts Officer; and Ensure that the Pay and Accounts Officer makes the necessary entry in the online system.
This issues with the approval of the Competent Authority.
