Subject: Compendium of Instructions regarding grant of Transport Allowance at double the normal rates to persons with Disabilities employed in Central Government.

The undersigned is directed to substitute the list of disability categories for granting Transport Allowance at double rates as follows:

Categories of disabilities for double Transport Allowance:

SI. No.	Name of Disability
i.	Locomotor Disability including Leprosy cure, Cerebral Palsy, Dwarfism, Muscular Dystrophy and Acid Attack victims.
ii.	Blindness and Low Vision
iii.	Deaf and Hard of Hearing
iv.	Speech and Language Disability
v.	Intellectual disability including Specific Learning Disabilities and Autism Spectrum Disorder
vi.	Mental Illness
vii.	Chronic Neurological conditions, such as Multiple Sclerosis, Parkinson’s disease etc.
viii.	Disability caused due to blood disorder i.e (a) haemophilia, (b) thalassemia and (c) sickle cell disease.
ix.	Multiple Disabilities (more than one of the above specified disabilities) including deaf blindness.

Note: Spinal Deformity and Spinal Injury are considered as sub-categories of "Locomotor Disability".

All other conditions from the earlier OM dated 15.09.2022 remain unchanged.

This issues with the approval of Finance Minister.

Key Instructions from the Compendium (Dated 15.09.2022)

A. Scope of Application: Applies to Central Government civilian employees with Benchmark Disabilities paid from Defence Service Estimates. Railway employees will have separate orders.

B. Revised and Updated Provisions:

1. Eligibility: Employees with a valid Benchmark Disability Certificate.
2. Procedure: Apply to Administrative authority with Disability Certificate from a Certified Medical Authority.
3. Rates of Transport Allowance (w.e.f. 01.07.2017):

   Pay Level	Cities (as per list)	Other Places
   9 and above	Rs. 7200 + DA	Rs. 3600 + DA
   3 to 8	Rs. 3600 + DA	Rs. 1800 + DA
   1 and 2	Rs. 1350 + DA	Rs. 900 + DA

   Persons with Benchmark Disabilities get double the above rates.

4. Conditions:
   • Not admissible if provided with a Government vehicle.
   • Admissible even if residing within 1 km of office.
5. Admissibility during:
   • Leave: Not admissible for full calendar month(s) on leave.
   • Deputation/Training abroad: Not admissible if period covers full month.
   • Suspension: Not admissible for full month(s) of suspension.
