Respected Madam,

Sub: Request to rotate and fill up unfilled PH (Others) vacancies in Postman to PA/SA examination – reg.

I am directed to bring to your kind notice the issue regarding the unfilled PH Others category vacancies in the Postman to Postal Assistant/Sorting Assistant examination for the year 2024 and 2025.

In the examination for the year 2024, a total of eight vacancies were allotted to the PH Others category — six for PA cadre and two for SA cadre. These vacancies could not be filled due to the non-availability of eligible candidates and were, therefore, carried forward to the next recruitment year.

In the 2025 recruitment, after the declaration of results, it is seen that nine vacancies (seven for PA and two for SA) allotted to PH Others remain unfilled.

In this connection, your kind attention is invited to Section 34(2) of the Rights of Persons with Disabilities (RPWD) Act, 2016, which clearly stipulates that:

“Where in any recruitment year any vacancy cannot be filled up due to non-availability of a suitable person with benchmark disability or for any other sufficient reason, such vacancy shall be carried forward in the succeeding recruitment year and if in the succeeding recruitment year also suitable person with benchmark disability is not available, it may first be filled by interchange among the five categories and only when there is no person with disability available for the post in that year, the employer shall fill up the vacancy by appointment of a person, other than a person with disability.”

Accordingly, as these vacancies under PH Others have already been carried forward once (from 2024 to 2025) and suitable candidates are still not available, it is earnestly requested that eight of the nine unfilled PH Others vacancies in the 2025 recruitment may kindly be interchanged among the five benchmark disability categories and filled with eligible persons, as permitted under the provisions of the RPWD Act, 2016. If no eligible person is available in all five-benchmark disability category then appointment of a person, other than a person with disability may be tried.

Kind intervention of the Hon’ble Chief PMG is requested in this matter so that the available vacancies can be utilised effectively and justice may be rendered to eligible officials awaiting promotion.

Your kind action in this regard will go a long way in ensuring fair opportunity and efficient utilisation of sanctioned posts, for which all concerned officials will remain ever grateful.
