Subject: Clarification regarding the enhancement of Cash Handling Allowance (CHA) in relation to Dearness Allowance (DA) crossing prescribed thresholds.

Sir/Madam,

References have been received from various Circles regarding enhancement of the Cash Handling Allowance (CHA) when Dearness Allowance (DA) crosses prescribed thresholds (i.e., 50%). This Department had taken up the matter with the Department of Personnel & Training (DoPT).

DoPT vide their ID Note No 6/8/2025-Pers. Pol. Pay (Dep/Re-emp) Pt 23 dated 19th November, 2025, clarified that the Cash Handling & Treasury Allowance is a consolidated amount and is not linked to Dearness Allowance (DA). As such, change in the rate at which Dearness Allowance is admissible has no bearing on the quantum of Cash Handling & Treasury Allowance.

Accordingly, all Circles are requested to disseminate this clarification and take necessary action.
