Subject: Course of Action for Field Units in view of revised Schedule of Engaging Authority, Disciplinary Authority, and Appellate Authority (SEDA) for Gramin Dak Sevaks - reg.

Sir/Madam,

Please refer to OM No. 17-31/2016-GDS (Pt.) dated 26.11.2025 vide which the revised Schedule of Engaging Authority, Disciplinary Authority, and Appellate Authority (SEDA) for all categories of Gramin Dak Sevaks (GDS) was shared.

Consequent upon the revision of the SEDA for GDS under Rule 31 of the GDS (Conduct and Engagement) Rules, 2020, the following course of action needs to be undertaken in the field units, keeping in view the upcoming GDS online engagement Schedule, January-2026:

(i) The Personal files (PFs) of the ABPM/Dak Sevak, including all records/various verification reports, etc, which are till now being maintained in the Sub-Divisional office and contain vital documents related to engagement of GDS, need to be transferred to the Divisional office. This exercise of transferring PFs may be completed by 20.12.2025.

(ii) Consequent upon change in the appointing authority, the representation of the reserved category will be at the Divisional level for all categories of GDS. Accordingly, prescribed reservation norms for different categories (i.e., SCs, STs, OBC, EWS and PwBD) may be followed in Division as a whole. This exercise may be completed by 26.12.2025 so that vacancy capturing can be started in due time.

There will not by any change in the timelines, as this directorate is planning to notify the GDS Online Engagement Schedule - 1, 2026 in the first week of January, 2026.

4. This issues with the approval of the Competent Authority.
