Subject: Reminder – Unjust Recovery Orders Against Postmen for Non-submission of Driving Licenses – Request for Compassionate Intervention
With due respect, we would once again draw your kind attention to the recovery orders imposed upon Postmen in certain Divisions of Andhra Pradesh, Maharashtra, and Tamilnadu Circles for alleged non-submission of valid driving licenses within the stipulated period.
It is truly unfortunate and unjust that these recoveries are being enforced even though the officials were neither issued timely reminders nor given adequate opportunity for compliance. The Divisional Administration did not issue clear instructions or conduct any follow-up at the material time; hence, the officials cannot be held solely responsible for the delay.
The employees have since submitted valid licenses, reflecting their good intent. The lapse was purely procedural and not willful, and therefore, the imposition of recovery appears harsh and disproportionate.
In view of the above, it is earnestly requested to kindly:
- Withdraw or stop recovery orders issued against the affected Postmen of Andhra Pradesh, Maharashtra, and Tamilnadu Circles, as a one-time compassionate relaxation.
- Issue instructions to all Divisional Heads to verify driving licenses at the time of appointment and issue timely reminders henceforth to avoid recurrence.
We trust that your good office will consider this matter sympathetically and issue suitable instructions to settle this long-pending issue in a just and humane manner.

Subject : Request for Intervention Regarding Recovery Orders Issued Due to Non-submission of Driving License by Postmen – Reg. case of Andra Pradesh Circle, Maharashtra Circle & Tamilnadu Circle.
As per the said recruitment rules, possession of a valid driving license at the time of appointment is one of the basic eligibility conditions for selection to the cadre of Postman. Further, the rules provide that in case a selected candidate does not possess a valid driving license at the time of appointment, a minimum of two years’ time shall be given to such candidate to obtain and submit the same to the appointing authority. It is also specified that failure to produce a valid license within the stipulated time would attract a penalty of withholding of annual increment for the next five years, but does not warrant recovery of already drawn increments.
However, it has come to our notice that in certain Divisions of the Andhra Pradesh Circle, Maharashtra Circle and Tamilnadu Circle the implementation of these provisions has taken an irregular and legally questionable course. Specifically:

- No proper verification was carried out by the appointing authorities during the recruitment process regarding the driving license status of selected candidates.
- No formal communication or reminders were issued to the concerned Postmen within or after the two-year period to submit their valid driving license.
- Despite these lapses, recovery orders are now being issued to affected Postmen, citing ineligibility for annual increments due to non-submission of driving license, which is contrary to the prescribed procedure and intent of the rules.
- Moreover, it is pertinent to highlight that there are candidates who possessed a valid driving license at the time of appointment; thereby fulfilling the basic eligibility condition. However, no instructions were issued to submit the same during the pre-appointment or post-appointment formalities. Subsequently, without giving these employees any opportunity to clarify or furnish their license, recovery orders were arbitrarily issued, which is unjust and inconsistent with principles of fair administrative practice.
The financial recoveries being made from the monthly salaries of the affected employees, without due procedure or reasonable opportunity to be heard, amount to punishment without due process, and are in clear violation of natural justice.
In view of the above, we most humbly seek your kind intervention in the matter with the following prayers:
Immediate stoppage of recovery orders issued against Postmen across the Andhra Pradesh Circle, Maharashtra Circle and Telangana Circle for the stated reason.

- Issuance of clear and binding instructions to all Divisional Heads to strictly follow the provisions of the Postman Recruitment Rules, 2020, and not to deviate from the stipulated norms.
- Provision of a fresh and reasonable opportunity to the affected Postmen to submit their valid driving license, particularly in cases where no prior instructions or reminders were issued.
- Withdrawal of all recovery orders issued without prior intimation, examination of individual cases, or opportunity to submit relevant documents.
We trust that your kind office will look into this matter with the seriousness it deserves and initiate immediate corrective steps to ensure justice and fair treatment to the affected employees in the interest of transparency and good governance.
