    Subject

Representation regarding high-handedness and harassment of staff in the name of achievement of business targets

    Key Points Raised

    1. Target Torture & Harassment
      • Staff facing unbearable pressure in the name of business achievement (PLI/RPLI).
      • Continuous coercion and intimidation causing mental stress, humiliation, and demoralisation.
      • Several GDS officials reportedly quitting due to sustained pressure.
    2. Unrealistic Targets
      • Example: “One day – one crore” targets imposed without considering staff strength, workload, rural-urban mix, or geography.
      • Targets imposed mechanically, without consultation, making them oppressive.
    3. Specific Case – Kanniyakumari & Tuticorin Divisions
      • Superintendent of Post Offices fixed “one day – one crore” target.
      • Staff instructed to procure policies with ₹25,000 annual premium.
      • Concerns about whether targets are for genuine growth or personal incentives (linked prize schemes).
    4. Threats Linked to APARs & Transfers
      • Officer reportedly stated that targets will affect APAR reviews and transfer requests.
      • Staff question the authority and legality of such directions.
    5. Contradiction with RTI Reply
      • RTI reply from Circle Office confirms no written order restricting leave or demanding explanations for non-achievement of targets.
      • Ground reality: leave denial, show-cause notices, charge sheets issued solely for non-achievement.
    6. Arbitrary Actions
      • Leave curtailed, disciplinary actions initiated against GDS, MTS, Postmen, etc.
      • Actions deemed arbitrary, against rules, violative of natural justice, and legally untenable.
    7. Posting Concerns
    • Shri Senthilkumar (SP, Kanniyakumari & Tuticorin) has served continuously in Southern Region.
    • Staff feel prolonged posting in same region has led to concentration of authority and lack of accountability.

    Requests Made

    • Take up the issue of target-based harassment at the highest level.
    • Request Chief PMG to stop coercive and punitive practices in the name of targets.
    • Ensure APARs, transfers, leave, and disciplinary proceedings are not linked to unrealistic targets.
    • Consider shifting Shri Senthilkumar outside Tamil Nadu Circle for administrative balance and to break monopoly.

    Closing

    • Appeal for urgent intervention from apex leadership to bring relief to distressed workforce.
