Subject: Promotion and posting to the post of Senior Manager, Mail Motor Service (MMS), Group ‘A’ in Level 11 of Pay Matrix for the vacancy year 2026- regarding

The President is pleased to promote the following Manager of Mail Motor Service (MMS), Group ‘A’ on regular basis to the grade of Senior Manager, MMS, Group ‘A’ in Level 11 of the Pay Matrix (Rs. 67,700- 2,08,700/-) with effect from 01.01.2026 or from the date of assumption of charge, whichever is later, and until further orders:

In case the officer wishes to give option for choosing the date for fixation of pay under FR-22 (I)(a)(1), he can do so within one month from the date of promotion.

In case any vigilance/disciplinary case of the type referred to in O.M. No.22011/2/91-Estt. dated 14.09.92 issued by the Department of Personnel & Training and circulated vide this office Memo No. 25-19/88-SPG dated 13.10.92 was pending against the officer as on 01.01.2026 or is pending as on date, a detailed report should be sent to this office immediately and the officer concerned should not be promoted without obtaining specific orders from this office.

If the officer is on leave on the date of his/her actual promotion, the actual financial benefits of promotion will be effective from the date of joining after such leave.

The promotion of the above Manager, Group ‘A’ MMS shall be subject to the outcome of OA Nos. 390/2022 and 94/2023 in the Hon’ble CAT, Chandigarh and Hyderabad bench respectively regarding the seniority list of Manager, MMS. 

Group ‘A’ and SLP (C) No. 30621/2011, arising out of final judgement and order  dated 15.07.2011 in CWP No. 13218/2009 passed by the Hon’ble High Court of Punjab & Haryana and other connected cases, pending before the Hon’ble Supreme Court.

Relevant charge reports may be sent to this office in due course.
