India Post Franchisee Scheme 2.0: Migration Guidelines 2026

File No. 39-03/2019-D from the Department of Posts' Mail Operations Division, is addressed to All Heads of Circles. Dated January 2026, it pertains to the migration of existing Franchisees into the New Franchisee Scheme 2.0. The communication is a continuation of a previous office memorandum dated 11.12.2025, which announced the introduction of the "New Franchisee Scheme 2.0" effective from 01.01.2026.

Detailed guidelines, including eligibility criteria, selection procedures, and a Standard Operating Procedure (SOP) for the 'Franchisee' under the new scheme, have been circulated along with the official memorandum. The migration is highlighted as an urgent matter under the Hon'ble Minister of Communications' DASHBOARD monitoring. Circles are instructed to take necessary action to transition franchisees operating under earlier schemes into the New Franchisee Scheme 2.0. This initiative aims to ensure uniformity, improve operational efficiency, enhance monitoring capabilities, strengthen market presence, and better communicate service offerings to the public.

Circles are required to provide specific information regarding the migration, as detailed in an attached table. The table lists each Circle (e.g., Andhra Pradesh, Assam, Bihar) alongside the total number of existing franchisees. It also includes columns to report the cumulative number of franchisees migrated to Scheme 2.0 by specific dates: 07.01.2026, 09.01.2026, 12.01.2026, and 15.01.2026.
