Promotion to Postal Service Group B Cadre

In pursuance of the orders contained in Directorate memo.No.R-09/13/2025-SPG-II-DOP dated 30.12.2025, the Competent Authority has ordered promotion and allotment of the following officers to the Postal Service(PS) Group-B Cadre on regular basis in the Level-9 (Rs.53,100-1,67,800) of the Pay Matrix with effect from the date of assumption of charge of the post and until further orders.

2. The above allotment has been approved by the competent authority based on recommendations of the Transfer and Placement Committee as constituted vide Postal Directorate letter No. 4-09/2011-SPG(PL) dated 30.03.2015 and transfer/posting instructions/guidelines contained in Directorate letter No. 9-23/2014-SPG dated 18.05.2018 and dated 25.02.2020.

3. Inter seniority of the selected officers will be fixed by Personnel Division in due Course.

4. GENERAL CONDITIONS:

i. Re-allotment requests, if any, shall not be entertained before completion of tenure as envisaged in the Directorate letter No. 9-23/2014-SPG dated 25.02.2020.

ii. It is the responsibility of the officer to send a copy of the charge report through Head of Circle, on assumption of charge on the promoted post to the Assistant Director (SPG-II), Department of Posts, New Delhi-110001 for information.

iii. Regions/Units are requested to relieve the officers immediately to enable them to join on their promotional post. Officers allotted to Postal Directorate will report to the Personnel Division of Postal Directorate, Dak Bhawan, New Delhi, 110001.

iv. In case of officer(s), who is not willing to accept his promotion, his declination letter in writing duly forwarded by Regional Office and should reach Circle within 15days of issue of this order. Non-assumption of charge within 30 days without valid reason will be treated as deemed declination of promotion.

5. VIGILANCE/DISCIPLINARY CASE, IF ANY:

(a). If there is any vigilance/disciplinary case as referred to in DoP&T OM No. 22011/2/86/Estt(A) dated 12.01.1988 issued by DoP&T circulated vide this office memo No. 25-19/88-SPG dated 04.05.1988 (subsequently) revised vide DoP&T memo No. 22022/4/91-Estt.(A) dated 14.09.1992 circulated vide this office Memo no. 25-19/88-SPG dated 13.10.1992 is pending against the official. The official should not be relieved for posting without obtaining specific order from this office. The promotion of the officer should not be withheld on the mere ground that disciplinary action is contemplated, except the circumstances when the officer is under suspension or a charge sheet has been issued to the official or protection for a criminal charge is pending against the official. The Official against whom any punishment is current except censure and recovery of money, they should not be promoted before expiry of currency of punishment. An intimation report in this regard may be immediately sent to the Postal Directorate.

(b). The instruction issued by Personnel Division (SPN-II) section vide SPN-X-7/6/2022-SPN-II dated 12.04.2022 will be ensured by Regions.

6. Probation Period:

The officials who have been promoted to Postal Service Group 'B' will be on probation for two years and then their suitability to hold the post will be adjudged on completion of probation. If any official proceeds on leave for a period exceeding 30 days during this period, the probation will be extended depending upon the period of leave.

7. Training:

The officials will be directly promoted to Postal Group 'B' cadre without any training for the present. However, they will have to undergo prescribed training as and when notified by the Director, Rafi Ahmed Kidwai National Postal Academy, Ghaziabad.

8. Option for Fixation of Pay:

In case the officers wishing to give option for choosing the date for fixation of pay under FR-22(i)(a)(1) should do so within one month from the date of assumption of charge on promotion.

9. Necessary charge reports may be sent to all concerned.
