AIGDSU Issues Circular to Members and Serves Notice to the Director General on Nationwide Programme of Action

Charter of Demands

  1. Inclusion of GDS issues under the 8th Central Pay Commission or constitution of a separate Commission for Gramin Dak Sevaks. 
    • a) Introduction of a pension scheme on par with regular Government employees. 
    • b) Extension of comprehensive medical facilities such as CGHS, ESI or equivalent healthcare coverage and grant of gratuity to GDS employees in accordance with the provisions of the Payment of Gratuity Act, 1972. 
    • c) Regularisation of GDS services with benefits comparable to those available to departmental employees. d) Counting of pre‑01.01.2004 GDS service for pensionary benefits under the Old Pension Scheme in accordance with the principles laid down by the Hon'ble Supreme Court. 
    • e) Removal of the outdated restriction on duty hours and recognition of the actual workload being performed by GDS employees, many of whom work eight hours or more daily. 
    • f) Rational revision of workload and remuneration commensurate with the duties being discharged.
  2. Immediate Reinstatement of Shri. S.S. Mahadevaiah, then General Secretary of AIGDSU and withdrawal of vindictive and retaliatory actions against GDS employees and Union functionaries.
  3. Stop harassment of GDS employees through unrealistic business targets.
  4. Withdrawal of GDS (Conduct and Engagement) Rules, 2020 and framing of fair and just service rules.
  5. Grant of three financial upgradations to all GDS on completion of 12, 24 and 36 years of service with Dearness Allowance, on par with the MACP Scheme applicable to regular employees.
  6. Introduction of Group Insurance coverage on par with regular employees with a minimum insurance cover of ₹10 lakh.
  7. Grant of bunching benefit arising out of fixation in the revised TRCA Matrix and enhancement of leave accumulation to 180 days.
  8. Enhancement of Office Maintenance Allowance‑cum‑Rent (OMA) from ₹500 to ₹3,200 per month and grant of HRA to ABPMs and Dak Sevaks working in classified cities.
  9. Adequate supply of stationery, furniture and other essential infrastructure to Branch Offices.
