Subject: Request for discontinuance of verification of High Value Withdrawal Memos and related manual verification procedures in Savings Bank operations - reg

My union respectfully submits this representation seeking the immediate review and withdrawal of the existing procedure relating to the verification of High Value Withdrawal Memos for Savings Bank transactions (withdrawals) of ₹10,000 and above in Branch offices and Single-handed Sub offices.

My union has been continuously pursuing this issue with the Circle Administration on several occasions. During earlier discussions, it was informed that the matter would be reviewed and addressed upon completion of 100% mobile number linking in Savings Bank accounts.

In this connection, a kind reference is invited to the SB Order No. 06/2026 dated 22.06.2026, which marks a significant advancement in the digitization and security framework of Postal Savings Bank operations. The order provides, inter alia, for:
  • Implementation of e-KYC at Branch Office level with effect from 22.06.2026.
  • Aadhaar-based authentication through the DARPAN/DREAM application.
  • Inter-operable Branch Office transactions.
  • Mandatory mobile number linkage for all e-KYC and Aadhaar-based transactions.
  • Discontinuance of transactions in accounts not linked with mobile numbers with effect from 01.09.2026.
  • Paperless withdrawals up to ₹20,000 through Aadhaar-enabled authentication.
The above measures collectively establish a robust system of customer identification, transaction authentication, and digital audit trails. When withdrawals are being authenticated through Aadhaar-based verification, supported by mandatory mobile number linkage and electronic KYC validation, the continued insistence on verification of High Value Withdrawal Memos for transactions exceeding ₹10,000 appears redundant and inconsistent with the objective of simplification and digitization.

Further, with the introduction of inter-operable Branch Office transactions, practical difficulties also arise regarding the very process of generation, transmission and verification of withdrawal memos. Questions naturally emerge as to which office would initiate the memo, which office would verify it, and how such verification would be effectively carried out when transactions are being performed across multiple interoperable offices. Consequently, the existing procedure not only loses its relevance but also creates avoidable operational complications and delays in customer service.

My union is of the considered view that the purpose originally intended to be achieved through High Value Withdrawal Memo verification now stands effectively accomplished through Aadhaar authentication, mobile number validation, e-KYC compliance and system-generated electronic records. Continuing parallel manual verification procedures serves little practical purpose and only increases workload at Branch Offices, Account Offices and Inspector Posts.

Similarly, the existing practice of watching Passbooks not received for annual interest posting and forwarding lists to Inspector Posts for verification also warrants reconsideration. In the present CBS environment, where account details, interest credits and transaction histories are readily available through the system and several customer-centric digital facilities have been introduced, continuation of such manual monitoring exercises appears unnecessary and disproportionate to the intended objective.

In view of the foregoing, my union strongly requests that:
➢ The procedure of verification of High Value Withdrawal Memos for Savings Bank withdrawals of ₹10,000 and above may kindly be withdrawn with immediate effect.

➢ Suitable instructions may be issued dispensing with related manual verification processes that have become redundant in the present digital and Aadhaar-authenticated transaction environment.

It is pertinent to mention that the introduction of e-KYC and Aadhaar-based authentication at the Sub Office level itself had substantially diminished the relevance and effectiveness of the existing High Value Withdrawal Memo verification mechanism, particularly in respect of transactions carried out through C-Class Sub Offices. In practical terms, the original objective of such verification has already been overtaken by technology-driven authentication and system-based controls. However, despite this fundamental change in the operational environment, the procedure continues to be followed, resulting in avoidable duplication of work.

The continued insistence on manual verification procedures despite the availability of secure digital alternatives places an unnecessary burden on the field staff, delays customer service, and runs contrary to the Department's ongoing efforts towards process simplification and ease of operations.

In the interest of improving operational efficiency, reducing avoidable paperwork, and ensuring better customer experience, my union once again requests that the above issues may kindly be examined sympathetically and necessary orders may be issued at the earliest.

An early and favourable action in the matter will be highly appreciated.
