Grant of Limited Trade Union Facilities to All India Postal Employees Union Group ‘C’

 

The Ministry of Communications, Department of Posts issued an Office Memorandum (F. No. SR-09/7/2023-SR-DOP) dated 16 September 2026, from Dak Bhavan, New Delhi, granting limited trade union facilities to the All India Postal Employees Union (AIPEU) Group ‘C’.

This decision follows the Hon’ble High Court of Jharkhand’s judgment (06 December 2025, W.P. No. 3395 of 2023), which directed the Department to extend similar facilities to AIPEU Group ‘C’ as provided to the Bharatiya Postal Employees Federation (BPEF) and its affiliated associations.

⚙️ Key Provisions:

Facilities Extended:

• Official channel of communication with authorities.
• Meetings with senior officers at Circle, Regional, and Divisional levels.
• Office accommodation (subject to availability).
• Special Casual Leave (10 days for up to 7 office bearers) for attending conferences and executive meetings.
• Transfer immunity for two office bearers at each level.

Validity:

• These facilities remain effective until completion of the membership verification process or until the outcome of LPA No. 436/2026 before the Jharkhand High Court, whichever is earlier.

Clarification:

• The grant of facilities does not restore recognition of AIPEU Group ‘C’; its de-recognized status continues under CCS (RSA) Rules, 1993.
