Rationalization of the L1/L2 Parcel Hub Network under MPOP

Subject: Rationalization of the L1/L2 Parcel Hub Network under MPOP

This is in continuation of Parcel Directorate's letter of even number dated 24.08.2026 regarding rationalization of the existing L1/L2 Parcel Hub Network under the Mail Parcel Optimization Project (MPOP), wherein Circles were requested to furnish comments/suggestions on the proposed downgrading of 19 L1 Parcel Hubs to L2 status and authorization of 52 L2 Parcel Hubs for direct cross-Circle bag closure.

Comments/suggestions received from the Circles within the stipulated period, along with the issues raised during the video conference held on 28.08.2026, have been examined by the Parcel Directorate. It has accordingly been decided to implement the proposed rationalization of the Parcel Hub Network.

Accordingly, the existing network of 79 L1 and 109 L2 Parcel Hubs is hereby rationalized as under:

• Number of L1 Parcel Hubs: Existing 79 → Revised 60
• Number of L2 Parcel Hubs: Existing 109 → Revised 127
• Direct bag closure by L2 Hubs: Not permitted → Permitted for 52 L2 Hubs

(i) The revised list of 60 L1 Parcel Hubs is at Annexure-I. (ii) The revised list of 127 L2 Parcel Hubs, along with their mapped L1 Hubs, is at Annexure-II. (iii) The list of L2 Hubs authorized for direct bag closure to identified L1 Hubs of neighbouring/other Circles is at Annexure-III.

Such direct bagging shall be undertaken only where justified by parcel volumes and connectivity and shall be reviewed after six months based on actual traffic. This is in addition to the existing authorization of L2 Hubs to close bags directly to L1/L2 Hubs within the Circle.

Circles shall prepare/update the Due Mail Sorting List (DMSL) for all L1 and L2 Parcel Hubs strictly in accordance with the revised network at Annexures I to III and ensure its implementation by all originating offices under their jurisdiction.

The existing PIN code-to-hub mapping may be accessed through the link below. Circles shall obtain the required information from field units and update the mapping through the Circle Office only:

Circles shall review and update the PIN code mapping under their jurisdiction in accordance with the revised L1/L2 network and furnish confirmation to this Directorate. The consolidated mapping will thereafter be shared with CEPT, Mysuru, for necessary updating in APT 2.0.

The exercise shall be treated as time-bound. The updated DMSL and revised PIN code mapping may be furnished/confirmed to this Directorate latest by 30.09.2026, to enable timely updation in the system.

The revised network comprising of 60 L1 Parcel hubs and 127 L2 Parcel hubs shall come into effect w.e.f. 07.10.2026.
