Sub: - Opposing-Objecting the proposed PSS Group B RRS - Reg. Ref: - Dte OM No. 09-14/2010-SPG (Vol II) dated 13-11-2024.

It is shocking to observe the contents of the OM. It was given that all the PSS Group B posts from Inspector Posts on Seniority Basis. It is very sad that without consensus with all the stake holders the proposal is drafted. In this connection it is to submit the following as a Stake Holder.
It is against to the present day of Competitive Environment. Introductions of LDCE are to promote meritorious and capable workforce to higher places. This point was completely ignored.
An LDCE for LSG was introduced with great words that to encourage talented work force but it was abolished.
In the year 2010 the Postmaster Cadre was introduced projecting that this is life line cadre for effective management of Post Offices. After that the Postmaster Cadre officials were discriminated everywhere forcing them to search for remedies for every issue like Pay Fixation, not allowing for IP Examination, Not allowing for PSS Group B Examination and not giving promotions from Grade III to Senior Postmaster. Finally it was also abolished abruptly by merger with General Line that too in an unjustified manner without giving notional pay fixation for Notional Promotion.
The staffs working in Post Offices have been feeling that the Promotional Avenues for Operative Staff are not lucrative when compared to the Administrative Lines. A detailed narration is as follows.
As per the concepts there are Group C, Group B, Group A- JTS, STS levels in Central Government. But in Department of Posts there are two un-notified lines as Administrative Line and General Line. The promotions and scales of Operative Staff have been refrained and constrained compared to others. Now also the same happened in this proposal.
Up to the 5th Pay Commission the Scales of LSG Postmaster and Inspector Posts were same but the parity between the scales was increased drastically. There is feel in Operative staff that they were deprived of Career and Pay Scale Progression though the staff working in Post Offices have been contributing for Revenue Generation in major. Discrimination of Operative Staff in promotions with the un-notified Admin Line and Gen Line is explained in the table.

HSG 2 Comes under Non_Gazetted Group B but with Grade Pay of 4200 only HSG 1 comes under Non Gazetted Group B only with Grade Pay of 4600 HSG 1(NFG) Again Comes under Non Gazetted Group B with GP 4800
Administrative Line

Inspector Posts comes under Non_Gazetted Group B with 4600 Grade Pay
ASP comes under Gazetted Group B with 4800 Grade Pay
SP thru Seniority Cum Fitness (75%) Gazetted Group B with 5400 Grade Pay SSP with Group A Cadre with JTS Scale
DPS with Group A with STS Scale
It is clear that in Administrative Line the Promotional Hierarchy is in such way that Group C ->Non Gazetted Group B ->, Gazetted Group B-> Group B with 5400 GP-> Group A with JTS Scale-> Group A with STS Scale with better improvement in Cadre and Scales.
But in Operative channel it is Group C -> Group C (LSG) only -> Non-Group B (HSG II), Again promoted to Non Group B (HSG 1) only -> and again to Non Group B only with NFG. There is no change in basic cadre but with mere improvement in Scales.
NOW THE RECENT PROPOSAL IS LIKE A DEATH SENTENCE TO THE CAPABLE WORK FORCE.
It clearly shows that the working and contributing force of Operative Staff of Post Offices are awarded with lesser Career Progressions and Pay Scales when compared. In General Principles of Organization the people who operate to be given more opportunities but the business is going in contra.
While introducing percentage share of IP Posts for Direct Recruitment it was promised for major increase in share of PSS Group B vacancies to the Operative Line who comes from Hierarchy of LSG, HSG. But it was also not implemented.
In this connection it is to propose the following to wipe out discrimination in the name of administrative and Line and Operative Line with concrete channel of promotion.
All the Non-Gazetted Group B Posts in Operative and Administrative line may be merged. 33.33% Vacancies to be marked for Operative Lines. That means HSG2 Official on promotion to HSG1 may opt for either IP or HSG1 promotion. 33 Percentage of PSS Group B Vacancies to be marked for LDCE.
At this juncture, as the issue of Gazetted Status to HSG 1 officials is in active consideration. All the HSG Officials may be given with Gazetted Status then the anomaly of promotion without change in Status from HSG2 to HSG1 will be rectified.
Allocation of all the PSS Group B Vacancies on seniority that too only to the Inspector Posts Cadre is great injustice to the Operative Cadre.
Hence it is to express strong resentment from FNPO to the proposed RRs. The issues may be considered keeping in view of Career Options of the Officials and also Growth of the Organization. A separate meeting may please be convened to discuss on the issues related to the promotional avenues in Operative strength.
