OFFICE MEMORANDUM

Subject: Promotion to PS Group ‘B’ Cadre against vacancies for the year 2025-reg.

With reference to the above subject, a tentative zone of consideration (ZoC) for the promotion (through DPC) to the PS Gr. ‘B’ cadre for the vacancy year 2025 is enclosed at Annexure-I.

The tentative ZoC-2025 has been prepared on the basis of the seniority list issued by SPN-II section till date, and the names of the IP Line officials have not been included in the list as per details/remarks given in Annexure-II (Comprehensive List). Any discrepancy with regard to details of officials falling in the ZoC w.r.t. their seniority, date of birth, place of posting, wrong remark, etc., may be intimated to the SPN-II section of this Department. Circles/Units are requested to contact Director (SPN), D/o Posts, New Delhi-110010, in case any official, whose name is not found in the tentative ZoC-2025 or seniority List of IP line officials for the year 2004 to 2007.

It is requested to furnish the information in respect of officials included in the tentative ZoC-2025 (Annexure-I) in the format prescribed at Annexure-III & Annexure-IV only, as per the schedule mentioned at Annexure-VII.

Following points shall be noted while furnishing the information:

(i) COPY OF APAR Dossiers (duly attested by APMG/AD dealing with the staff matters) in respect of IP line officials for the period specified in Annexure-III should be provided. Where one or more APARs have not been written for any reason during the relevant period, the APARs of the year preceding the period in question, and if in any case even these are not available, the APARs of the lower grade may be taken into account to complete the number of APARs required to be furnished in Annexure-III. If this is also not possible, the reason for the same shall be furnished.

(ii) NO REPORT CERTIFICATE: If there is no report for any period, a ‘No Report Certificate’ with justified and acceptable reason shall be prepared and submitted in the dossier appropriately, as per extant APAR guidelines.

(iii) VIGILANCE STATUS: The latest vigilance status should be mentioned specifically as either ‘Clear’ or ‘Not Clear’ in Annexure-III, in terms of Para-2 of DoPT OM No.22011/4/91-Estt(A) dated 14.09.1992, read with Para-8 of DoPT OM No.22034/4/2012-Estt.(D) dated 02.11.2012.

(iv) In respect of SC/ST officials, an undertaking should be given as per PART-B of Annexure-III.

(v) Final APAR gradings of the said officials should also be given in MS Excel format (soft copy) only, as per the format given at Annexure-V.

(vi) Copy of all orders/charge sheets mentioned at Annexure-IV should be furnished.

(vii) The above information in respect of all officials belonging to the PwBDs category till the IP SL-2007 is required to be provided invariably. Further, additional information in respect of all officials belonging to the PwBDs category is also required to be submitted as per Annexure-VI.

The Circles/Units are requested that while furnishing the latest vigilance status, it may be ensured that these officers are actually working in the IP line in the Circle/Unit as on the date of issue of the vigilance status. If any officer in the above ZoC has already been promoted to the PS Gr. B cadre through DPC/LDCE or is not in the IP Line due to VRS, death, deputation, dismissal, etc., full details of such cases with relevant records may also be furnished.

If any officer included in the zone is working in any Circle/Unit other than the one indicated against his/her name in the tentative ZoC, the Circle/Unit concerned, where he/she is presently posted, may furnish the above information without referring the matter to this office.
