Sub: Resolution on Enhancement of Welfare Fund Financial Assistance

Respected Sir,

The Central Working Committee of AIGDSU, in its meeting held at New Delhi on 4th December 2025, adopted a resolution highlighting the inadequacy of the present ₹20,000 ceiling under the GDS Welfare Fund. The Committee noted that treatment costs for major illnesses such as cardiac disorders, renal diseases, and cancer far exceed this limit, leaving GDS families without meaningful support.

The resolution further records that, unlike workers in several other sectors who receive ESI benefits, GDS serving the Department up to the age of 65 remain without comparable medical protection. This gap has caused widespread hardship among GDS across the country.

The approved resolution is enclosed for your attention and necessary action.

We, therefore, request that the Department substantially enhance the Welfare Fund assistance and introduce comprehensive medical coverage on par with ESI for all GDS.

Resolution on Enhancement of Welfare Fund Financial Assistance Adopted on 4th December 2025 – CWC Meeting, New Delhi

The Central Working Committee records that the present ceiling of ₹20,000 under the GDS Welfare Fund is wholly inadequate in today’s medical landscape. Costs for treatment of cardiac ailments, renal conditions, cancer, and other serious illnesses far exceed this limit, leaving GDS families exposed to severe financial hardship. Workers in other sectors garment, construction, and casual labour are covered under ESI and similar social security systems. In contrast, GDS, who continue to serve the Department till the age of 65, are left without any comparable healthcare protection, creating an avoidable gap in welfare support.

In view of the rising medical expenses and absence of ESI-like facilities, the Committee resolves that the financial assistance under the Welfare Fund be substantially enhanced. Further, comprehensive medical coverage on par with ESI must be extended to all GDS without delay.

The Committee calls upon the Government and the Department to upgrade the Welfare Fund and ensure meaningful medical protection for every GDS.
