SBCO Cadre HSG II Promotion in Tamilnadu Circle

The Competent authority has ordered the promotion of the under-mentioned LSG (SBCO) official to HSG II (SBCO) cadre for the vacancy year 2026 on regular basis in Level-6 in Pay Matrix as applicable to them as per the existing orders in force. The officials are allotted to the Region noted against each and the promotion will take effect from the date of assumption of charge on or after 01.01.2026.

The above mentioned officials should be permitted to join the promotional post on or after 01.01.2026 only.

1. If the officials are entitled for fixation of pay, he/she has to exercise an option under FR 22 (I) (a) (1). This should be exercised within one month from the date of promotion. Option once exercised is final.
2. If the official is already getting higher pay band / Grade Pay by virtue of financial up gradation under TBOP / BCR / MACP, he/she may continue to get his/her present pay band / Grade Pay without any further fixation on promotion to HSG II (SBCO) cadre ordered in this Memo.

The Region concerned will issue transfer & postings immediately and ensure the relief of the official to join in time in the new post.

📄 Promotion Guidelines

1. The appointing authority reserves the right either to modify or cancel the promotion, if the official is found not eligible for the promotion or if found necessary for any cause at a later date. For such an order this will be the notice issued in advance. No separate notice will be issued whenever modification / revision / cancellation is ordered.
2. The official should be relieved immediately and directed to report to his/her new place of posting. The responsibility would be that of the controlling officer.
3. In case the official is not willing to accept the promotion, his/her unconditional declination letter should be obtained in writing within 15 days, failing which it will be presumed that he/she has declined the promotion. If the official do not join or decline within the stipulated period, it will be deemed declination of the promotion. The date of joining in the promoted post/date of declination/date of deemed declination may be intimated to CO within a month. The declination, if any, will be disposed by the appointing authority concerned.

In the case of official declining the promotion, no fresh offer of appointment on promotion shall be made for a period of one year from the date of refusal of promotion or till a next vacancy arises, whichever is later. On the eventual promotion to the higher grade, such Government Servant will lose seniority vis-a-vis his/her juniors promoted to higher grade earlier. The Regional Office should send a consolidated report to Circle Office in time about the declined official.

1. In case any Vigilance / Disciplinary case of the type referred to in the OM No. 22011/2/86-Estt. (A) dated 12.01.88 and DOP&T circulated vide Directorate’s Memo No. 25/19/88-SPG dated 04.05.88 (subsequently) revised vide DOP & T Memo No. 22011/4/91-Estt (A) dated 14.09.92 circulated vide Directorate’s Memo No. 25-19/88-SPG dated 13.10.92 is pending against the official, he / she should not be relieved for posting, without obtaining specific orders from this office. The official against whom any punishment is current should not be promoted before expiry of currency of punishment, and a report in this regard should be submitted immediately.
2. If the promoted official refuse the regular promotion before becoming entitled to a financial up gradation, no financial up gradation under MACP shall be allowed as such he/she has not been stagnated due to lack of opportunities. If, however, financial up gradation has been allowed due to stagnation and he/she subsequently refuses the promotion, it shall not be a ground to withdraw the financial up gradation. He/She shall, however not be eligible to be considered for further financial up gradation under MACP, till he/she agrees to be considered for promotion again and the second and the next financial up gradation shall also be deferred to the extent of period of debarment due to the refusal.

📄 Promotion Conditions 

1. The Regional allotment is subject to change if there is any variation in the vacancies in any region.
2. Promotion is subject to the verification of the community certificate of the above mentioned officials. Division concerned will process for the verification immediately.
3. The above promotion order is subject to further orders which may be passed by the Hon’ble Supreme Court in SLP(C) No.30621/2011.
4. It should be ensured that no Vigilance / Disciplinary case is pending against the officials, while effecting HSG II (SBCO) promotion. Relief of the official to the promotional post wherever necessary should be ordered by the Heads of Division / Unit only after satisfying the above points.
5. Copies of charge report should be sent to all concerned and to this office, in due course.

A copy of this memo is issued to:

1. The Postmasters General, Chennai City Region, Chennai 600 002/ Central Region, Tiruchirappalli 620 001/ Western Region, Coimbatore- 641 030/ Southern Region, Madurai 625 002 for kind information and necessary action. It is requested to ensure that the officials promoted are allowed to join the promotional post only on or after 01.01.2026.
