Sub: DREAM App – Upgradation to version 1.0.28 and monitoring of compliance

Sir / Madam,

Kindly refer to CEPT letter No. CEPT-7/IT 2.0/Vol. V/DIgs dated 29.12.2025 regarding ensuring upgradation of the DREAM App to version 1.0.28 on all MDM-controlled devices through a one-time monitoring and upgradation exercise (copy enclosed). Updated versions of DREAM App are released by CEPT after bug fixes or new functionalities; but significant number of devices continue to operate on older versions, which resulted in operational inconsistencies & transaction-related issues at field offices.

In order to address this issue in a systemic and permanent manner, a new control mechanism in DREAM App version 1.0.28 has been introduced, under which the application will automatically check for the availability of a newer version. And if a newer version exists, the application will not permit any transactions unless the device is upgraded to the latest version.

Therefore, it is essential that all MDM-controlled devices are upgraded to DREAM App version 1.0.28 as a one-time measure for seamless functioning of the above mechanism.

All Circles need to closely monitor daily progress in coordination with the concerned Regions/Divisions & IPPB for necessary follow-up and action. Circle Offices shall ensure effective coordination with IPPB and field units for supervision and timely implementation of the upgradation exercise. The said exercise is critical to ensure uniform application behaviour, avoid operational inconsistencies, and enable smooth rollout of future enhancements in the DREAM App.

In this regard, a Compliance Certificate from all Circles, confirming that all MDM-controlled devices have been upgraded to DREAM App version 1.0.28 or above, may please be submitted to this office by 31.01.2026.

CEO, IPPB – It is requested to share details of devices running older versions (version 1.0.27 or earlier), containing Office Name, Division Name, Region Name, Circle Name, and other identifiers required for monitoring and follow-up. This information shall be shared daily upto 31 January, or until all devices are upgraded to version 1.0.28, whichever is earlier. IPPB also requested to ensure continue pushing the latest version to all pending devices on a daily basis during this period.
