Subject: Order for creation of a new Kanker Postal Division by bifurcation of existing Bastar Postal Division in Chhattisgarh Circle.

Sir,

I am directed to refer to Chhattisgarh Circle's letter no. Estt./4-48/Creation of Kanker Dn./287- 288 dated 31.10.2025, on the subject mentioned above, and to say that the proposal for creation of a new Kanker Postal Division by bifurcation of existing Bastar Postal Division in Chhattisgarh Circle was examined in consultation with Integrated Finance Wing (IFW) of this Directorate. The proposal has been approved by the Competent Authority subject to the following conditions:

(a) Circle is requested to take all proactive measures to increase revenue generation and improve the overall Expense Coverage Ratio (ECR) of the Divisions. The Circle is also requested to review the performance both financial and workload-wise of the bifurcated/new Divisions after one year. The outcome of the review, duly concurred by CIFA, comparing ECR figures of one-year post and before bifurcation/creation may be provided to this office, for onward submission to the Integrated Finance Wing (IFW) for examination.

(b) Circle may ensure that the expenditure involved in the process is kept to the minimum, and is met from the existing fund allotted. No additional funds shall be sought or allotted to the Circle.

Further, any expenditure towards procurement of an Inspection Vehicle shall be taken up separately for approval of the Competent Authority.

(c) The redeployment of Group 'B' and 'C' posts shall be carried out by the Head of the Circle in  consultation with CIFA, as per provisions stipulated in OM dated 22.09.2022 (copy enclosed). Circle is requested to ensure that any diversion of post(s) does not adversely affect the functioning of the existing office(s) or otherwise. It may be ensured that all the re-deployed posts are live, and are not coming under the deemed to be abolished category.

2. This sanction issues with the approval of Competent Authority. The advice of Integrated Finance Wing was conveyed vide their Dy. No197/2025-26/FA-CS(P) dated 05.01.2026.
