CHARTER OF DEMANDS
PART A
- Withdraw "The Post Office Act-2023"
- Withdraw the De-recognition orders of AIPEU Gr 'C' Union and NFPE dated 26.4.2023, initiate the process of re-verification of membership for Service Unions, Associations and GDS Unions.
- Withdrawal of all disciplinary proceeding against office bearers related to 2023 trade union action. Stop victimization and vindictive action against the union office bearers.

a) Restore the merged L-2 Mail offices and introduce ICH and PH in all L-2 offices.
b) Transport all types of mails beyond 500 Km through RMS Sections and use MMS vehicle below 500 Km.
c) All BPC, MBC and Foreign posts should be under administrative control of RMS.
d) Fix norms of Speed and Parcel Articles. Fix delivery Norms of Parcel.
e) To correct work study report issued by Parcel Directorate.
f) To create cadre of Marketing Executive, System Administration and Technical wing.
g) Restore Accountant Allowance.
h) Grant NFG to HSG-I in the RMS Wing. Fill up all Supervisory posts with a onetime relaxation. -
a) Withdraw the order of IDC immediately.
b) Withdraw order of mechanised delivery by own two wheeler.
c) Withdraw all outsourcing in form of franchisee, Dak Mistra which are noting but privatization of Postal services.
d) Stop transfer of ATM cards to IPPB LTD
e) Stop harassment in the name of unseentific target to Postmen staff.
f) Stop merger and closer of delivery offices.
g) Stop previous Audit recovery amount of postmen Staff who have not submitted driving licence as per Recruitment Rules. -
a) Grant Civil Servant Status to Gramin Dak Sevaks (GDS) by including them under the purview of the 8th Central Pay Commission (CPC), ensuring parity with Departmental staff.
b) Provide comprehensive service benefits, including Pension, Family Pension, Gratuity and Medical benefits. -
a) Stop the move to Decentralise PAOs, Restore 1520 post's arbitrarily abolished in the name of Rationalization.
b) One time diversion of vacant sorter quota to MTS for promotion to LDC and diversion of SA posts to JA.
c) Graduate LDCs exemption from minimum service condition and cut off date clarification as per DG P&T letter 1976. - Grant 40% SF Quota promotions to Sr. Accounts in total strength of AAO cadre. Till RR is amended grant officiating promotion to SAs in AAO cadre.

a) Filling up all vacant posts in all cadres.
b) Stop establishment review based on the adhoc norms during proposed transformation of new software from SAP and include all incentive based work of postmen should be added in Establishment Norms. -
a) Implement Cadre Restructuring in all left out cadres.
b) Implementation of Cadre Review committee Report of Civil wing. - Allow all LSG/HSG officials of CO/RO/DPLI to appear in the LDCE for promotion to PS Group B cadre. Fill up all vacant posts of LSG/HSG-II/HSG-I in all cadre including CO/RO/DPLI.
- Merge the remaining SBCO officials PAs SBCO and Supervisors SBCO with GM PA & F. Upgrade all Pas SBCO with 5 years of service to LSG as such wherever they are in their same places of posting.
- Continue DPLI / Kolkata offices as the Central Accounting office for PLI/RPLI and EDAGIS/GDSGIS.
- Regularise Casual, Contingent, Contractual labours and Gramin Dak Sevaks (GDS) Employees, Grant equal status to Employees of Autonomous Bodies to that of Central Government Employees.
- Five promotions throughout the entire service and a five-day work week.
PART B
- Modify Terms of Reference of 8th CPC by incorporating suggestions/view given by Confederation and staff side NC-JCM on Revision of emoluments of Employees and Pensioners and other issues.
- Merge 50% DA/DR with Basic Pay/Pension, Grant 20% of Pay/Pension as an Interim Relief (IR) w.e.f. 1.1.2026.
- Scrap NPS/UPS, Restore OPS for all Employees.
- No Distinctions amongst Pensioners should be made, potentially on the basis of factors like Date of Retirement and Accepted recommendations of Central Pay Commission.
- Release the three instalments (18 months) of DA/DAR frozen during Covid pandemic to Employees and Pensioners, Restoration of commuted part of pension after 11 years instead of 15 years.
- Remove 5% Ceiling imposed on Compassionate Appointment, grant Compassionate Appointment in all cases to wards/Dependants of Deceased employee.
- Fill up vacant posts of all cadre in all the Departments, stop outsourcing and corporatization in Government Departments.
- Ensure Democratic functioning of Association/Federations as per JCM mechanism.
- Grant recognition to Association/Federations which are pending, Withdraw the de-recognition orders of AIPEU Gr. C UNION, NFPE and ISROSA.
- Stop imposition of Rule 15 I (C) on service Associations/Federations.
- Stop Vindictive Victimization of Union functionaries.
- Immediate implementation of the Awards given by Board of Arbitration under JCM on which consensus has reached, in case of CA Ref. No. 3/2001.
- Regularise Casual Contingent, Contractual labours and GDS employees, grant equal status to Employees of Autonomous Bodies to that of Central Government Employees.
PART C
- Scrap the Four Labour Codes.
- No casualization of work in any form like Outsource.
- Implement Equal Pay for Equal work for contract workers.
- Ensure Minimum Pension of Rs.9000/- p.m. and social security to all categories of workers including unorganised workers and agricultural workers.
- Removal of all Ceilings on payment and eligibility of bonus, provident fund; increase quantum of gratuity.
- Control price rise, remove GST on essential items like food, medicines, agro-inputs and machinery. Reduce substantially central excise duty on petroleum products and cooking gas. Guarantee Food Security and Universalize the Public Distribution System.
- Stop privatization of Public Sector Enterprises and corporatisation of Government Departments.
- Withdraw the Draft Electricity (Amendment) Bill, 2025.
- Right to work be made fundamental. Fill up all sanctioned posts in the Government Department and generate employment for the unemployed.
- Guarantee Right to Free Education, Right to health, water and sanitation for all. Scrap New Education Policy, 2020. Ensure housing for all.
- Give ESI Coverage to all unorganised Workers, with contributions from the Welfare Fund, also give coverage to health schemes, maternity benefits, life and disability insurance to all workers registered on E-Shram Portal.
- Withdraw, The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Act.
