Subject: Draft all India Seniority Lists of Inspector Posts (IP) cadre for the Year 2020-reg.

Madam/Sir,

I am directed to refer to the above-mentioned subject and to say that the preparation of Draft All India Seniority List of Inspector Posts cadre for the year 2020 was under consideration in the Directorate. As per information received from Departmental Examination Section, records available in SPN-II Section and advice of the Department of Personnel & Training (DoPT), a draft All India Seniority list of Inspector Posts for the year 2020 has been prepared in the following manner:

k) The inter-se-seniority of direct recruits and promotes who have joined in the year 2020 has been determined on the basis of rank/marks secured by them in the respective CGLE/LDCE.
l) Qualifying candidate of LDCE-2016 and CGLE-2016 (if any) who joined IP cadre in the year 2020 shall be interpolated in the ratio of 2:1 to the extent of available direct recruits and promotes and remaining shall be placed en-bloc below the candidates already placed.
m) Thereafter, Qualifying candidate of LDCE-2017 and CGLE-2017 those who joined IP cadre in the year 2020 shall be interpolated in the ratio of 2:1 to the extent of available direct recruits and promotes and remaining shall be placed en-bloc below the candidates already placed.
n) Thereafter, qualifying candidate of LDCE-2018 and CGLE-2018 those who joined IP cadre in the year 2020 shall be interpolated in the ratio of 2:1 to the extent of available direct recruits and promotes and remaining shall be placed en-bloc below the candidates already placed.
o) Candidates qualified under APS concession (if any) shall be placed below all the candidates of the approved seniority list of the year in which they have completed 3 years as JCO.

  1. The officials who have secured same marks in the Limited Departmental Competitive Examination have been clubbed together and their inter-se-seniority shall be decided in the following manner:
    g) In case of the officials belonging to same feeder cadre, the date of their joining in the feeder cadre will be the criteria i.e., who had joined the feeder cadre earlier will be senior. If their date of joining in the feeder cadre is also same the date of birth will be the criteria i.e., the person age-wise senior will figure ahead of junior in the seniority list;
    h) In case of the officials belonging to different feeder cadres, official in the higher grade will deemed to be senior to those in lower grade;

c) In case of officials belonging to different feeder cadres with identical scales of pay, the date of their joining in the feeder cadre will be the criteria i.e., who had joined the feeder cadre earlier will be senior. If their date of joining in the feeder cadre is also same the date of birth will be the criteria i.e., the person age-wise senior will figure ahead of junior in the seniority list;

  1. All the Circles are requested to circulate this draft seniority list among all the candidates and also intimate the requisite information those are left blank in the draft seniority list to the Directorate at the earliest. It is also requested to intimate discrepancy, if any, found in the draft seniority list i.e., Name/Category/Rank etc.

  2. All concerned officials are also requested to go through the list and submit their grievances/comments, if any to their Circle concerned within 30 days of the issue of this letter. Representations in this connection should be examined and disposed of at the Circle level within 45 days from the date of issue of this letter. If any specific clarification is required or any obvious error to be rectified, Circles shall forward those to the Directorate for necessary action. After expiry of 46 days, Circles shall furnish a certificate to the effect that all the representations received from individuals have been disposed of or sent to Directorate for correction of obvious error/omission.

  3. It is reiterated for all concerned that the individual grievance of any kind shall be submitted to the Circle concerned and not to Directorate

  4. If no reply is received within the stipulated period, it will be presumed that the concerned officials and Stakeholders i.e., Circles have no comments on the proposed Draft All India Seniority List of IP cadre for the year 2020 and further necessary action to finalize the list will be taken in the matter.

  5. The All India Seniority List of IP cadre for the year 2020 to be finalized on the basis of this draft list is subject to the final outcome of following litigations:
    i. O.A. No. 296/2019 filed by Manish Kumar Srivastava & Ors. Vs. UOI in Principal Bench, Hon’ble CAT, Delhi.
    ii. O.A. No. 180/985/2018 titled G. Jayasree Vs UOI, filed by departmental promotees at Hon’ble Tribunal, Ernakulam Bench, Kerala [now tagged with O.A. 296/2019, CAT, PB, New Delhi].
    iii. Any other litigation pending before competent court as on date, against the Seniority List of IP cadre.
