Disciplinary & Appellate Proceedings (Sections 149, 150, 154, 155)

• Forwarding Petitions: When forwarding appeals against major penalties to the Directorate, complete records (disciplinary proceedings, CR file, service book, judgments) must be included, along with details of the appointing authority and its status.

• Addressed Petitions: Only petitions addressed to the President should be forwarded to the Directorate; those addressed to other officials (Secretary, Minister, etc.) should be withheld by lower authorities.

• Record Retention: Records of disciplinary and appellate proceedings must be kept for 25 years.

• Forms: The forms for disciplinary cases are provided in an Appendix at the end of the chapter.

Rule Interpretation (Section 151)

• Doubts regarding the interpretation of the CCS (CCA) Rules, 1965, must be referred to the Directorate for a ruling. Employees are not permitted to seek clarification directly from the President.

Employee Conduct & Leave (Sections 152, 153)

• Employees cannot leave their station of posting or their duty/office without permission from their immediate superior.

• Note: Heads of offices may allow Muslim employees observing Ramzan fasts to leave at 4 P.M. by conveniently adjusting their duty hours.

Promotion During Suspension/Inquiry (Section 156)

• Employees under suspension or investigation should not be promoted to short-term vacancies.

• For regular promotions or confirmations, a Departmental Promotion Committee should assess the employee's suitability hypothetically. The findings (including their rank in a select list) must be placed in a sealed envelope and only opened after the suspension or disciplinary proceedings have concluded. The Committee's official proceedings should only note that a sealed envelope has been kept.
