My Federation wishes to bring to your kind notice the issue regarding the revision of TRCA for GDS engaged after 01.07.2018, though their workload justifies revision of TRCA from Level-1 to Level-2. TRCAs are revised through periodical reviews of workload, such as biennial, triennial, or quinquennial reviews. However, GDS officials also have the right to represent under the grievance redressal mechanism whenever the workload is far in excess of the TRCA fixed earlier in a lower slab.

Therefore, insisting on a separate mechanism when TRCA is already prescribed for a given workload cannot be justified, as it results in GDS being compelled to work for lower remuneration than what is legitimately due to them. There is also a statutory provision that, until revised norms are finalized, the existing norms should continue to be followed for revision of workload and related purposes.

The present situation amounts to exploitation of GDS employees and is contrary to the statutory provisions governing eligibility for TRCA based on workload. GDS engaged after 01.07.2018 are being paid lower TRCA despite workloads justifying higher slabs for the past eight years. Moreover, the TRCA rates recommended by the Kamlesh Chandra Committee are yet to be fully implemented, and the next committee is also due to be constituted.

The legitimately entitled GDS employees should be granted the benefit of revision of scale before 31.12.2025, which will also ensure appropriate fixation during the next Pay Revision Committee, proposed to be implemented from 01.01.2026.

In view of the above, my Federation requests the Hon'ble Secretary (Posts) to kindly issue clear orders permitting revision of GDS TRCA for those engaged after 01.07.2018 based on existing norms, and to grant such revision with effect from 01.12.2025.
