OFFICE MEMORANDUM
Subject: Inviting applications for engagement of Consultants in Eighth Central Pay Commission.
The Eighth Central Pay Commission (8CPC) has been constituted to make recommendations related to emolument structure of different categories of officers, employees and on pensions. Applications are invited from eligible candidates for engagement as Consultant at the Commission on contractual basis as per the Guidelines including Scope of work given in Annexure.
2. Applicants desirous of being appointed as a consultant on contract basis in the Commission may forward their application in the duly filled proforma only through the following link

3. This is on open-ended circular i.e. this process will continue till the vacancy is filled up. Any amendment/corrigendum shall be uploaded only on the website of the Commission.

General Conditions: Consultants are engaged for specific, high-end or time-bound tasks, not routine work. Engagement is temporary and can be terminated anytime.
Scope of Work: Includes analysis of salaries, pensions, allowances, legal research, coordination with ministries, fiscal impact estimation, and preparing reports/presentations.
Eligibility & Categories:
- Sr. Consultant: 10+ years’ experience, age ≤ 45, max 5 posts.
- Consultant: 6+ years’ experience, age ≤ 40, max 5 posts.
- Young Professional: 4+ years’ experience, age ≤ 32, max 10 posts. Qualifications: Master’s/MBA in Finance/HR/IR or LL.B with relevant experience.
Selection Process: Scrutiny and interaction by a committee; decisions are final.
Engagement Conditions: Temporary, contractual, no category transitions. Full-time or part-time options available.
Tenure: Initially 1 year or till Commission’s tenure, extendable based on performance.
Remuneration:
- Sr. Consultant: ₹1,80,000 (full-time), ₹90,000 (12 days), ₹45,000 (6 days).
- Consultant: ₹1,20,000 (full-time), ₹60,000 (12 days), ₹30,000 (6 days).
- Young Professional: ₹90,000 (full-time), ₹45,000 (12 days), ₹22,500 (6 days). No increments during extension.
- TA/DA & Allowances: Limited to domestic travel entitlements; no DA, accommodation, medical, or other facilities.
- Working Hours & Leave: Same as government employees. Full-time consultants get 8 days leave annually; absence beyond this leads to loss of pay or termination.
- Confidentiality: Bound by Official Secrets Act, 1923. No disclosure/publication of Commission-related information.
- Verification & Documentation: Integrity certificates, self-undertakings on criminal record, confidentiality, and ethics required.
- Service Conditions: Consultants report to designated officers, submit weekly reports, and have no administrative powers.
- Termination: Either side can terminate with notice; Commission can terminate immediately for misconduct, poor performance, or false documents.
- Performance Appraisal: Internal review after six months.
- Miscellaneous: No relaxation in guidelines unless approved by Member-Secretary.
