Pay Matters
- Minimum Pay proposed: ₹69,000 for 5-unit family
- Fitment Factor: 3.833
- Annual Increment: 6% (instead of 3%)
- Merger of Pay Scales (Levels 2–3, 4–5, 7–8, 9–10)
- Ratio of Minimum to Maximum Pay not to exceed 1:12
- Revision effective from 1 Jan 2026, extended to pensioners & autonomous bodies
Allowances
- DA fully indexed to inflation; merge with basic pay when DA crosses 25%
- Qualification Allowance: 10% of basic pay
- Overtime compensation for extra hours
- HRA revised: 40% (X cities), 35% (Y), 30% (Z); extend to pensioners
- Risk & Hardship Allowance: ₹10,000/month, linked to DA
- Transport Allowance tripled; restore City Compensatory Allowance
- Daily Allowance tripled
- Education Allowance: ₹10,000/month per child; hostel subsidy ₹35,000/month
- Uniform & Sports Allowance tripled, linked to DA
- Night Duty Allowance based on actual basic pay + DA
- Special Child Care Allowance tripled for women with disabilities
Advances
- Interest-free advances for housing, computer, vehicle, festival, calamity
- House Building Advance: up to ₹2 crore, interest-free
- Four-Wheeler Advance: up to ₹10 lakh, interest-free
- Festival Advance: one month’s basic pay
Facilities
- Casual Leave: 12 days/year
- Earned Leave encashment up to 600 days
- Half Pay Leave encashable at retirement
- Strengthen CGHS medical facilities
- Enhance CGEGIS & GPF benefits
- Flexible Leave Travel Concession
- Improved ex-gratia/compensation for death or disability
