Subject: Proposal for comprehensive reforms in the promotional structure of the General Line Cadre and the upgradation of entry-level pay to Level-5 (GP ₹2800).
Respected Sir,
With due respect, I am writing to bring to your attention the growing dissatisfaction and legitimate concerns among the General Line Staff regarding the current promotional framework. The prevailing system has become stagnant, non-competitive, and ineffective in fostering professional growth, resulting in a significant decline in staff motivation and operational efficiency.
The current LSG, HSG-II, and HSG-I grade structure is largely dependent on seniority and MACP timelines rather than merit or competence. Consequently, the majority of the staff receives these grades only after years of service, effectively rendering the promotional ladder irrelevant.
1. The Need for Parity and Retention:-It is pertinent to note that in other government sectors, promotional avenues and entry-level pay scales are significantly more progressive. This lack of parity within our own department is creating a sense of inequity. Furthermore, the current stagnation is forcing talented, tech-savvy, and young recruits to look for better career avenues outside the Department, leading to a concerning "brain drain" of skilled human resources. A proactive promotion framework is essential to retain talent and boost organizational morale.

3. Justification for Upgrading Entry Pay to Level-5 (GP ₹2800):-Since the introduction of SSC CGL for recruitment, the minimum educational qualification has been elevated to a Graduation degree. Matching entry-level pay with the increased complexity of the role is essential, especially considering that we are currently handling the entire spectrum of banking operations, financial services, and complex customer transactions. The current entry-level pay does not reflect the vast range of banking and financial responsibilities that we are actively performing. This is a matter of fairness and aligns with the principle of "equal pay for equal work".
4. Request for Discussion:-We believe these reforms will not only rejuvenate the workforce but also enhance customer service and public trust in our evolving financial and logistics services. I would be grateful for an opportunity to present a detailed roadmap of this proposal to the Union leadership at an appropriate time to further discuss its feasibility and implementation strategy.
