The Department of Posts has issued revised guidelines for its BYOD scheme, superseding instructions from 2022 and 2023. This revision is prompted by the rollout of the new Integrated Mobile App (IMA) 2.0, which requires smartphones with enhanced specifications. The minimum requirements, detailed in Annexure-E, now mandate Android 13 or higher, 6 GB RAM, 128 GB storage, a 2.4 GHz processor, a 6.6-inch display, a 50 MP camera, 4G/5G connectivity, and a 5000 mAH battery, along with compatibility for Bluetooth thermal printers and UIDAI-registered fingerprint scanners.
To encourage delivery staff to upgrade their devices, the monthly reimbursement has been substantially increased to a total of Rs. 500, comprising Rs. 300 for smartphone usage and Rs. 200 for data/voice/SMS charges. This is a significant hike from the previous rates of Rs. 200 and Rs. 150, respectively.
Eligibility for this reimbursement is strictly contingent on processing 90% of total received articles through the mobile app. The document clarifies that the number of articles delivered should not be a factor, as this has been a common cause for incorrect denial of reimbursement. The policy applies to Postman, GDS, and outsourced delivery staff who do not have a departmental or IPPB-provided device. The device must be in good condition, not more than 3 years old, and not rooted. The department assumes no liability for loss, theft, or data damage.
Reimbursement Calculation: For partial usage (e.g., due to leave or repair), reimbursement is calculated proportionally based on the number of working days the device was used. However, full reimbursement is given in exceptional cases, such as when an employee processes 90% of articles at least once a month before proceeding on sanctioned leave, or if the phone is repaired within 2 working days. A copy of the repair bill is required for the latter. The process includes verification by a supervisor by the 3rd working day, forwarding of claims by the 5th, and sanctioning by the 15th working day of each month.
All circles are directed to ensure timely reimbursement and share details of enrolled mobile phones with the Mail Operations Division on a fortnightly basis. Importantly, the consent of the delivery staff is mandatory, and they must sign a permission form. The payment is to be booked under the Post Office (OE) Non-plan Head of Accounts.
