Overview
The Department of Posts (SR Section), Ministry of Communications, issued a circular to all Service Associations and GDS Associations regarding the scrutiny of applications for membership verification and recognition under the CCS (RSA) Rules, 1993 and EDA (RA) Rules, 1995.
Key Points
Scrutiny of Applications:
- The Department examined the constitutions, bye-laws, and documents submitted by various Associations.
Observations were categorized into:
- General Observations (common to all Associations)
- Association-Specific Observations (unique to each Association)
Action Required:
- Associations must amend their constitutions/bye-laws as per both general and specific observations.
- Revised documents must be submitted by 14.10.2026.
- Failure to comply may result in non-consideration of the application for recognition.
General Observations Applicable to All Associations:
- Replace the word “Union” with “Association” throughout the constitution.
- Replace references to the Trade Union Act, 1926 with CCS (RSA) Rules, 1993 or EDA (RA) Rules, 1995.
- Include a clause stating that the Directorate has final authority to approve constitutional amendments.
- Indicate eligible employee categories (from Sl. No. 1 to 15) instead of listing specific designations.
- Incorporate all amendments made to date, including those prescribed in this communication.
Association-Specific Observations:
- Each Association listed (41 in total) received tailored instructions.
Common requirements include:
- Specifying the term of office bearers as two years or until the next conference, whichever is earlier.
- Limiting the number of office bearers to 15.
- Removing references to SR Section letters from constitutions.
- Including procedures for amendments, elections, and delegation.
- Ensuring proper representation and quorum details.
Approval and Authority:
- The circular was issued with the approval of the competent authority and signed by Nahar Singh Meena, Assistant Director General (SR & Legal).
Annexures
- The document includes a detailed list of 41 Associations with specific amendment requirements.
Examples:
- National Association of Postal Employees Group ‘C’ – Amend as per general observations.
- Bharatiya Postal Civil Wing Non-Gazetted Employees Union – Specify tenure and correct delegation provisions.
- All India Postal Engineers Association – Add election procedures, amendment process, and quorum details.
