Subject: Regarding online/offline sale /distribution of National Flag under "Har Ghar Tiranga Campaign 3.0" campaign

During the past two years, National Flags have been sold/distributed through Post Offices during the "Har Ghar Tiranga" Campaign. National Flags were also sold/distributed through the ePost Office Portal and were delivered at the doorstep of the customers free of cost.

2. Mail Business Division, Postal Directorate has informed that 41.48 lakh Flags are available at Circles (List enclosed). This year, under "Har Ghar Tiranga 3.0" campaign, National Flags will be sold/ distributed from the stock already available in the Circles. The orders received through ePost Office Portal will also be fulfilled from the available stock.

3. As per detail received from Mail Business Division, no stock of National Flags is available with Bihar Circle. Therefore, Bihar Circle may obtain sufficient stock from Uttar Pradesh Circle or any other Circle as per the requirement.

4. Broad guidelines for the online/offline sale/distribution of National Flags under "Har Ghar Tiranga 3.0" campaign is annexed for immediate action.

Broad Guidelines for offline/online sale/distribution of National Flags under "Har Ghar Tiranga 3.0" campaign through Post Offices
1. NIC will make necessary provision for the sale of National Flag on the ePost Office Portal similar to other Department Products such as Gangajal, elPO, Philatelic items etc.
2. Circles may make necessary arrangement for offline sale/distribution of National Flag through Post Office Counters.
3. The selling price of each National Flag is Rs. 25/- per flag. There is no GST on the sale/distribution of Flag.
4. Sale/distribution of National Flag through ePost Office Portal will commence on 1st August 2024. The orders on ePost Office Portal will be booked up to 23:59 hrs. of 13th August 2024 so that the delivery of all flags booked through Portal is completed before 14th August 2024. 5. Offline sale/distribution through Post Office counter may continue up to 14th August 2024. 6. The orders received through Portal will be fulfilled from the stock already available in the Circles. Offline sale/distribution will also be made from the available stock.
7. If there is no stock in any Circle, the concerned Circle may obtain stock of Flags from the nearest Circle.
8. Sufficient number of Flags should be kept in stock of all Post Offices for fulfillment of online orders received through Portal.
9. NIC will provide Har Ghar Tiranga banner on the Home Page of ePost Office Portal, which will be a hyperlink directing the Guest User to the purchase form for National Flag, CEPT will give link on India Post website.
10. NIC will restrict the online booking of National Flag on ePost Office Portal after 23:59 hrs of 13th August 2024. NIC will ensure that "Online sale/distribution of National Flag on ePost Office Portal will stop at 23:59 hrs on 13th August 2024" may be displayed prominently on ePost Office Portal for information to the public/customers. CEPT will display about cutoff date of sale/distribution of National Flag on website home page prominently.
11. In the purchase form, user need to specify delivery address, quantity of the Flags (Maximum of 5 Flags per customer) to be purchased and his/her mobile number. Customer would also be 

prompted to adhere to the latest Flag code during the purchase. Circles would also make sure
that latest Flag code regulations are adhered to at all stages.
12. Customer will make online payment to complete the purchase formalities. On completion of payment by user/customer, invoice will be generated. Once order is placed, no cancellation would be possible.
13. Sansad Marg Ho has been identified as the Nodal Office for receipt of payment through ePost Office Portal. The payment by the user/customer will therefore be credited in the Account of Sansad Marg HO through Payment Gateway already available on ePost Office Portal. Sansad Marg HO will then credit the amount under Head of Account 120100800010100 under GL code 1800010102.
14. Everyday BD Directorate will download invoices/reports (excel sheet) at 1200 AM and forward the same to the concerned Circle early in the morning to email of the Circles. 15. Circle may identify Nodal Office not less than the rank of APMG/AD for monitoring the delivery of National Flags. A monitoring cell under the supervision of Nodal office may also be constituted at Circle Office. Detail of the identified Nodal Office may be shared with this office up to 1300 hrs. 1st August 2024 through the google link spreadsheet. Google link is as under: -

16. Nodal Officer (SPOC) at Circle will arrange to take out the print of invoices/reports (excel sheet) received from BD Directorate.
17. As sale/distribution window is narrow and delivery should be done in minimum possible time, it is the responsibility of Circle Nodal Officer to ensure timely monitoring of incoming invoices/reports and prompt delivery to the addressee.
18. The delivery of National Flag will be made free of cost to the customer. Circle/Region/Division will make arrangement for delivery of Flag at the address as mentioned in the invoices/reports through the nearest Post Office of the addressee under proper acquittance. Tracking facility for this service would not be available.

19. Circle will Share a daily report on offline sale of National Flag through Post Office Counters
and online order received, fulfilled & delivered, through the google link provide by BD Directorate by 10:00 AM every morning without fail. Link will be shared in due course.
