Subject: Regarding regularization of Sukanya Samriddhi Accounts opened by grandparent other than parent-reg.

Madam/Sir,

I am directed to intimate that the Department of Economic Affairs, Ministry of Finance has examined the cases of Sukanya Samriddhi Yojana Accounts opened by grandparents and decided to allow the change in the guardianship for all the SSA Accounts to the natural/legal guardian as per para 3(6) of relaxation guidelines dated 12.07.2024 circulated vide SB Order No. 05/2024.

As regards to the 103 SSY accounts reported by the above 12 Circles (list attached), where the name and relationship of the proposed Guardian could not be ascertained due to various reasons like depositor not available, depositors not responding, death of the natural Guardians and appointment of legal guardian is pending etc, necessary documents may be obtained before changing the guardianship of these SSY accounts.

Further, it is requested to take up all the cases of irregular SSY accounts opened other than by Grandparents, like uncle, aunt, etc. with this office for taking up the cases with DEA, MoF.

A copy of the MoF’s OM No. 4/4/2024-NS dated 20.03.2025 is enclosed herewith for reference and further actions.

Subject: Regularization of Sukanya Samriddhi Account opened by grandparent rather than parent-reg.

The undersigned is directed to refer to DOP ID No. FS-65/1/2023-FS-DOP dated 07.03.2025 on the subject cited above. In this regard, it is hereby informed that the proposal has been examined by this Department and it has been decided to allow to change the guardianship for all the SSA Accounts as per para 3(6) of relaxation guidelines dated 12.07.2024 in accordance to Rule 11 of SSA 2019 subject to obtaining necessary documents of the proposed guardians, in respect of 103 accounts before changing the guardianship under these accounts.

This has approval of the competent authority.
