Sub: - Appeal to issuance of Model MDW for Operational Staff Aligned with Latest Software, Postal Manuals, Regulations & Compliance Framework
Respected Madam,
With reference to subject, this association brings your kind attention the urgent need for a standardized Model MDW (Memo of Distribution of Works) framework for all operational staff across various Post Offices, including Single-Handed, Double-Handed, Triple-Handed Sub Post Offices, HSG-II & HSG-I Sub Post Offices, HSG-I/HSG-I (NFG) Head Post Offices, and Gazetted Head Post Offices.
2. With the integration of the latest software systems, postal manuals, departmental acts, inspection protocols, and compliance requirements under IRDA, PFRDA, AML, IT, and GST regulations, it has become crucial to clearly define the duty responsibilities of officials at each level. Currently, the absence of a comprehensive Model MDW has resulted in instances where Sub Postmasters of HSG-II or HSG-I, as well as Head Postmasters of HSG-L/HSG-I (NFG), are unnecessarily held accountable for errors or discrepancies beyond their assigned scope of responsibilities.
3. To address this concem, a standardized Model MDW should be developed and issued, ensuring: - (1) Clear and precise allocation of responsibilities for operational staff across different office categories. Alignment with modernized IT systems and compliance frameworks to support seamless execution of duties. (iii) Fair accountability measures that prevent undue burden on Sub Postmasters and Head Postmasters for systemic or procedural errors.

Hence, this association prays to issue a comprehensive and updated Model MDW, incorporating the latest advancements and regulatory requirements. This initiative will significantly improve workflow clarity, optimize staff efficiency, and uphold fairness in operational responsibilities.
