Key Points:

Rationalisation of Mailing Products:

• The existing mailing products Registered Letter and Speed Post Document will be merged into a single product: Speed Post Document.
• The addressee-specific delivery feature (previously under Registered Letter) will now be offered as a value-added service under the rationalized Speed Post Document.

Legal and Regulatory Context:

• As per Rule 4 of Post Office Rules, 2024, the Director General of Post Offices has the authority to modify or discontinue postal products.
• However, since "Registered Post/Letter" is referenced in Parliamentary Acts, Supreme Court Rules, and High Court Rules, the Department of Legal Affairs advised a consultative process with judicial and legislative stakeholders before implementation.

Consultative Process:

• A draft consultative note (Annexure B) is circulated for feedback from all relevant ministries, departments, and stakeholders.
• Comments must be submitted within 21 days (by 28.05.2025) before final notification.

Approval & Enclosures:

• Issued with approval of the Director General (Postal Services).

Enclosures: Annexure A (Post Office Rules, 2024 extract) and Annexure B (draft consultative note).
