Subject: Post Office (Second Amendment) Regulations, 2025 – Introduction of "Gyan Post" for educational/book shipments.

 
Key Provisions of the Amendment
Introduction of "Gyan Post":

• A new postal category for transmitting books/packets related to:
• Prescribed syllabi for students (by recognized boards/universities).
• Social, cultural, or religious literature (published per relevant laws).
• Competitive exam textbooks.

Eligibility Conditions:
Content Restrictions:

• No periodicals (e.g., magazines, journals).
• No business/commercial books.
• Advertisements allowed only for incidental announcements/book lists.
• Labeling: Must bear "Gyan Post" on the packet.
• Publisher Details: Name of printer/publisher mandatory on each book.

Operational Rules:

• Weight Limits: 300g (min) to 5kg (max).
• Transmission Mode: Surface transport (road).
• Tracking: Mandatory ("trackable item").
• Value-Added Services: Registration, proof of delivery, and insurance available.

Inspection & Penalties:

Packets violating rules will be reclassified as India Post Parcel-Retail, with double the deficient postage charged on delivery.

Addressing Requirements:

Must include delivery + return addresses.
Legal Basis

• Amends the Post Office Regulations, 2024 under Section 13 of the Post Office Act, 2023 (43 of 2023).
