Subject: Proposal for creation of a new Latur Postal Division by bifurcation of existing Dharashiv (Osmanabad) Postal Division in Maharashtra Circle.

Sir,

I am directed to refer to Maharashtra Circle’s letters No. Estt/Bifurcation of Osmanabad Division/2021 dated 24.01.2025 & 09.06.2025, on the subject mentioned above, and to convey the approval of the Competent Authority for creation of Latur postal division by bifurcation of Dharashiv(Osmanabad) postal division, subject to the following conditions:

  1. Circle shall take all proactive measures to increase revenue generation and improve the overall Expense Coverage Ratio (ECR) of both the Divisions. Financial and workload-wise performance of the both the divisions (bifurcated/newly created) shall be reviewed after one year. The outcome of the review, duly concurred by CIFA, including ECR figures of one-year post and prior to bifurcation/creation may be provided to this office for onward submission to Integrated Finance Wing (IFW) for examination.
  2. Circle shall ensure that the expenditure involved in the bifurcation process is kept to the minimum, and is met from the existing funds. No additional funds shall be sought or allotted to the Circle in this regard. Further, any expenditure towards procurement of an Inspection Vehicle shall be taken up separately for approval of the Competent Authority.
  3. The redeployment of Group ‘B’ and ‘C’ staff may be carried out by the Head of the Circle in consultation with CIFA. It may be ensured that any diversion of posts is not adversely affecting the functioning of the existing offices or otherwise. Further, the posts re-deployed should be live and does not fall under the ‘deemed to be abolished’ category.
  4. The current ECR of Dharashiv Postal Division is low. Therefore, the Circle is requested to take proactive measures to improve ECR of Dharashiv Division, so that it becomes self-sustainable.

2. This sanction issues with the approval of Competent Authority. The advice of Integrated Finance Wing was conveyed vide their Dy. No. 61/2025-26/FA-CS(P) dated 26.06.2025.
