Sub: Non-Monetary Performance Linked Incentive Scheme for Gramin Dak Sevaks – Regarding.

Respected Sir,

Three pages of the scheme along with the letter under reference have been received by us. We furnish here under our views on the issue:

  1. We are happy that the role and importance of GDS service as the foundation of India’s rural postal network has been recognized. In fact, the GDS are the backbone of the entire postal network but for them the postal service would not reach nook and corner of the vast country.
  2. At the same time, we are sorry to find that a sort of belief deficit has been expressed through this letter. We would assure the administration that intensive or non-incentive GDS employees fill in their entire might in delivery of the postal service to our masters—the people in rural areas.
  3. We need not emphasize that the people in rural areas, the farmers, and the farm-related persons are subject to several natural phenomena which affect their income and consequently their savings. Outbreak of drought, unforeseen flood, attack of insects have the effect on agriculture. These affect the deposit in small savings schemes and insurance policies. So no one can guarantee the same standard can be maintained throughout the given period.
  4. It has not been laid down in the scheme as to what would be the threshold point and who will monitor the performance.
  5. As regards the incentives, as outlined, the scheme, we wish to mention as follows:
    1. Priority in skill development trainings: There is urgent and unavoidable need for quality training to all GDS employees. One does not require to qualify for such training.
    2. For proper discharge of postal functioning where technology plays a major role, need for expert training cannot be overemphasized. Paper transaction is yielding place to digital transaction and high class training by experts is the need of the hour.
    3. Relaxation in transfer conditions: As has been explained above, the amount of transactions depends upon extraneous conditions due to some extraneous reason. If one fails to maintain the threshold mark, one loses the incentive for relaxation in transfer. This is simply a mirage and about 99% employees would be able to maintain the same standard for 8 consecutive months.
    4. Additional transfer opportunities: The submission in subpara (II) hold good here too for relocation for eligibility. For departmental examinations:-The examination for promotion to departmental posts would be held on the same date and on the same date one may have attained the requisite period of service or may be that the period of service after relaxation may fall short by few months or weeks to maintain the standard for such along there is yet another reason, this is of no use.
    5. Relaxation in promotion to MTS: It is not known also from which date the preceding 40 months will count and is not also clear as to what will be required score.
  6. As has been explained above, productivity of B0 depends on a large extent on extraneous conditions. Anyway, if one maintains the standard for 35 months out of the set 40 months, one will be disqualified for the seniority promotion.
  7. Most importantly, the person of maintaining the standard for 36 months and gets the relaxation of 1 year, he will get the promotion which otherwise would have gone a person logically due to such promotion, one basis of seniority. This is grave injustice to the affected person. This is to 'rob Peter to pay Paul'.

Conclusion:

We would very humbly request the administration to have faith in GDS employees regarding their dedication to service to the people. Such so-called incentives is an expression of no faith in the dedication of GDS employees and do not speak well of the intention.

If the administration really recognises the GDS Services as foundation stone of postal network, our basic demands should be acceded to.
