Aadhaar (Enrolment and Update) First Amendment Regulations, 2025

Key Amendments:
- Regulation 27(1): When multiple Aadhaar numbers are issued to same person:
- The earliest Aadhaar number containing biometric information will be retained
- If no biometric exists, the earliest assigned number will be retained
- All other duplicate numbers will be omitted
- Schedule II: Comprehensive list of acceptable documents for:
- Enrolment (for individuals up to 5 years and above 5 years)
- Update of Aadhaar information
Important Notes:
- Birth Certificate mandatory for resident Indians/NRIs born on/after 01.10.2023
- HoF (Head of Family) based enrolment mandatory for children below 5 years
- Documents must be current and valid (unless specified otherwise)
- For foreign nationals:
- Aadhaar validity tied to visa duration
- Nepal/Bhutan nationals get 10-year validity
- OCI card holders get 10-year validity
