STRIKE NOTICE

In accordance with the provision of Sub-Section (1) of Section-22 of the Industrial Dispute Act -1947, we hereby notify that, all cross section of Postal Employees/Members including GDS/Part-time/ Casual labour will go on one (1) day Nation-wide Postal Strike on 09th July 2025 at the call of Joint Council of Postal Employees in support of our charter of demands remaining unsettled for long. Members of all affiliates under NFPE and AIGDSU (associated with NFPE) will take part in Strike.

CHARTER OF DEMANDS (PART A)

  1. Withdraw "The Post Office Act-2023"
  2. Withdraw the deliberate and unjust de-recognition order imposed on AIPEU Group 'C' Union and NFPE vide DOP letter No. SR-10/7/2022-SR-DOP dated 26.4.2023. Initiate the process of re-verification of membership for Service Unions, Associations and GDS Unions. Allow AIPEU Gr. C to take part in membership verification process
  3. No UPS, NO NPS, we want only OPS for all.
  4. a) Restore the merged L-2 Mail offices and introduce ICH and PH in all L-2 offices.
    b) Restore all RMS transit sections suspended during corona period and send all types of mails by RMS Transit sections, Start departmental MMS discontinuing contract RTN.
    c) Restore all RMS offices that were closed after the merger of CRC with ICH/NSH.
    d) To correct work study report issued by Parcel Directorate and issue scientific norms of SPC and Parcel articles.
  5. a) Withdraw the order of IDC immediately.
    b) Withdraw order of mechanised delivery by own two wheeler.
    c) Withdraw all outsourcing in form of franchaisy, Dak Mitra which are noting but privatization of Postal services.
    d) Stop transfer of ATM cards to IPPB LTD
    e) Stop harassment in the name of unscientific target to Postmen staff.
  6. a) Grant Civil Servant Status to Gramin Dak Sevaks (GDS) by including them under the purview of the 8th Central Pay Commission (CPC), ensuring parity with Departmental staff.
    b) Provide comprehensive service benefits, including Pension, Family Pension, Gratuity and Medical benefits.
  7. Stop the move to Decentralise PAOs, Restore 1520 post's arbitrarily abolished in the name of Rationalization.
  8. Grant 40% SF Quota promotions to Sr. Accounts in total strength of AAO cadre.
  9. a) Filling up all vacant posts in all cadres. Separate recruitment for electrical wing staff.
    b) Stop establishment review based on the adhoc norms during proposed transformation of new software from SAP and include all incentive-based work of postmen should be added in Establishment Norms.
  10. a) Implement Cadre Restructuring in all left out cadres.
    b) Implementation of Cadre Review committee Report of Civil wing.
  11. Allow all LSG/HSG officials of CO/RO/DPLI to appear in the LDCE for promotion to PS Group B cadre. Fill up all vacant posts of LSG/HSG-II/HSG-I in all cadre including CO/RO/DPLI.
  12. Merge the remaining SBCO officials PAs SBCO and Supervisors SBCO with GM PA & F. Upgrade all Pas SBCO with 5 years of service to LSG as such wherever they are in their same places of posting.
  13. Continue DPLI / Kolkata offices as the Central Accounting office for PLI/RPLI and EDAGIS/GDSGIS.
  14. Regularise Casual, Contingent, Contractual labours and Gramin Dak Sevaks (GDS) Employees, Grant equal status to Employees of Autonomous Bodies to that of Central Government Employees. Stop victimization of casual labours including Chennai City Region in Tamilnadu Circle.

CHARTER OF DEMANDS (PART B)

  1. Immediately set up Committee for 8th CPC, finalalise Terms of Reference incorporating suggestions/views given by Staff Side NC-JCM.
  2. Scrap NPS/UPS, Restore OPS for all Employees.
  3. Release the three instalments of DA/DAR frozen during Covid Pandemic for Employees and Pensioners, Restore the Commuted Part of Pension after 12 years instead of 15 years.
  4. Remove 5% Ceiling imposed on Compassionate Appointments, Grant Compassionate Appointment in all the cases to Wards/Dependants of Deceased Employee.
  5. Fill up vacant posts of all cadre in all the Departments/Ministries, Stop Outsourcing, Contractorisation and Corporatisation in Government Departments.
  6. Ensure Democratic functioning of Associations/Federations as per provisions under JCM mechanism.
    A) Grant recognition to Associations/Federations which are pending, Withdraw the de-recognition orders of AIPEU Gr C Union, NFPE and ISROSA.
    B) Stop imposition of Rule 15 1(c) on service Associations/Federations.
  7. Regularise Casual, Contingent, Contractual labours and Gramin Dak Sevaks (GDS) Employees, Grant equal status to Employees of Autonomous Bodies to that of Central Government Employees.

CHARTER OF DEMANDS (PART C)

  1. Scrap the Four Labour Codes.
  2. No casualization of work in any form like Outsource.
  3. Implement Equal Pay for Equal work for contract workers.
  4. Ensure Minimum Pension of Rs.9000 p.m. and social security to all categories of workers including unorganised workers and agricultural workers.
  5. Removal of all Ceilings on payment and eligibility of bonus, provident fund; increase quantum of gratuity.
  6. Control price rise, remove GST on essential items like food, medicines, agroinputs and machinery. reduce substantially central excise duty on petroleum products and cooking gas. Guarantee Food Security and Universalize the Public Distribution System.
  7. Stop privatization of Public Sector Enterprises and corporatisation of Government Departments.
  8. Withdraw the Electricity (Amendment) Bill, 2022.
  9. Right to work be made fundamental. Fill up all sanctioned posts in the Government Department and generate employment for the unemployed.
  10. Guarantee Right to Free Education, Right to health, water and sanitation for all. Scrap New Education Policy, 2020. Ensure housing for all.
  11. Give ESI Coverage to all unorganised Workers, with contributions from the Welfare Fund, also give coverage to health schemes, maternity benefits, life and disability insurance to all workers registered on E-Shram Portal.
