Subject: Rationalization of Domestic Mail Products and Services

The Government of India has undertaken an exercise to rationalise the suite of postal products & services offered by the Department of Posts. As part of this exercise, keeping in view necessary legal requirements with respect to delivery of summons, notices, and other statutory documents, it is hereby notified that, Registration, a value-added service, will now be available under the following revised framework, within the country.

(a) Speed Post, i.e., Speed Post Letter and Speed Post Parcel, shall henceforth be the basic mail service for address-specific delivery of accountable postal items in the country; and

(b) Registration will be available as a value-added service for Speed Post items only and shall provide addressee-specific delivery. Registration will not be available for other categories of mail.

2. This revised framework is in line with the Government's commitment to better align these services with evolving market demands and customer expectations.

3. The operational guidelines, applicable tariffs and service terms for Speed Post and value-added services including Registration, shall be as notified by the Department from time to time.

4. The above will come into effect from 01.10.2025.
